“全民反恐”的价值定位与实践难题——基于《反恐怖主义法》的解读

【摘要】："全民反恐"战略的时代内涵在于秉持协作共赢的治理理念,坚持依靠人民群众的工作路线,争取赢得反恐人民战争的正义事业效果。在当前国内外反恐斗争日益严峻的形势下,从价值上应肯定全民参与反恐的必要性和合法性的同时,必须明确其辅助性的功能定位。推进"全民反恐"格局的构建,应进一步拓展全民参与的可行空间、提升全民参与的执行意愿,并协调好全民参与和人权保障、民族团结等价值与政策的关系。
[Abstract]:The epoch connotation of the strategy of "counterterrorism for all" lies in adhering to the concept of cooperation and win-win governance, insisting on the working line of the masses of the people, and striving for the just cause effect of winning the people's war on terrorism. Under the situation that the struggle against terrorism is becoming increasingly severe at home and abroad, the necessity and legitimacy of all people's participation in anti-terrorism should be affirmed in terms of value, and its auxiliary function must be clearly defined at the same time. In order to promote the construction of the "universal anti-terrorism" pattern, we should further expand the feasible space for all people's participation, enhance the executive will of the whole people's participation, and coordinate the relationship between the values and policies such as universal participation, human rights protection, national unity, and so on.
