我国区域能源不平衡现状分析及法律调整方法探析

【摘要】：从"区域能源安全"入手,运用大量数据总结出我国目前面临的区域能源不平衡问题——区域间供求不平衡和不同区域能源种类产量不平衡,深入分析了造成这种不平衡现状的原因,及带来的隐患,并提出从法律的角度作出相应调节的方案。研究认为,我国区域能源安全面临的问题,需要借助法律的级别手段加以调整,通过宏观政策法和市场规则法引导调节,依靠执法和司法手段进行监管。
[Abstract]:Starting with "regional energy security", this paper summarizes the regional energy imbalance problems facing China by using a large number of data, namely, the imbalance between regional supply and demand and the imbalance in the output of different regional energy types. This paper deeply analyzes the causes of this imbalance and its hidden trouble, and puts forward the corresponding adjustment scheme from the angle of law. The study holds that the problems facing regional energy security in China need to be adjusted by means of the level of law, to be guided by macro-policy law and market rule law, and to be supervised by law enforcement and judicial means.
