关于长江立法的思考

【摘要】：尽管自2015年国家出台长江经济带建设战略以来,制定"长江法"的呼声不断高涨,但距离形成共识、理性发声尚有较大距离。文章围绕是否需要为长江立法、为长江立一部什么样的法、如何才能立好"长江法"三个基本问题,进行分析,试图描绘出"长江法"这一图景的面貌,作出有说服力的解释。
[Abstract]:Although the construction strategy of the Yangtze River economic belt has been introduced in 2015, the voice of "Yangtze River Law" has been rising constantly, but there is still a long way to go to form a consensus and sound rationally. Based on the analysis of whether it is necessary to legislate for the Yangtze River, what kind of law is enacted for the Yangtze River, and how to make good the three basic problems of the Yangtze River Law, this paper tries to describe the outlook of the "Yangtze River Law" and make a persuasive explanation.
