我国食品安全监管制度完善研究

【摘要】:食品是人类赖以生存和发展的物质基础,食品安全对于我国的经济建设,政治制度建设乃至社会的稳定都具有重大的意义。21世纪以来,伴随着我国社会经济文化水平的持续提高,食品安全问题也得到越来越多的关注。然而,随着科技的进步,各种食品添加剂的广泛应用,新的食品生产工艺的出现以及转基因技术等的介入,又使传统的食品安全体系受到了极大的挑战。近年来,由于食品安全监管制度的滞后和执法不严,食品安全问题层出不穷,严重威胁着人们的生命安全。因此有必要分析我国食品安全监管制度现存的问题,深入研究造成我国食品安全事件频发的主要原因,进而提出相应的完善建议。这不仅有利于引导我国食品行业走向规范,也有利于人民群众的日常生活,同时也有利于我国经济平稳快速发展。 本文首先回顾了我国食品安全监管的历史沿革,进而结合我国食品安全监管的现状,深入分析了我国食品安全监管制度中存在的主要问题,再借鉴美国和欧盟在食品安全监管方面的经验,提出完善我国食品安全监管制度的相应对策。
[Abstract]:Food is the material foundation on which human beings depend for survival and development. Food safety is of great significance to the economic construction, political system construction and even social stability of our country. With the development of social economy and culture, food safety has been paid more and more attention. However, with the progress of science and technology, the wide application of various food additives, the emergence of new food production technology and the involvement of transgenic technology, the traditional food safety system has been greatly challenged. In recent years, due to the lag of food safety supervision system and lax enforcement of laws, food safety problems emerge in endlessly, which seriously threaten the safety of people's lives. Therefore, it is necessary to analyze the existing problems of the food safety supervision system in China, to study the main causes of the frequent occurrence of food safety incidents in China, and to put forward corresponding suggestions for improvement. This is not only conducive to guide the food industry towards standardization, but also conducive to the daily life of the people, but also conducive to the smooth and rapid economic development of our country. This paper first reviews the history of food safety supervision in China, and then analyzes the main problems existing in the food safety supervision system of our country in the light of the current situation of food safety supervision in China. Then draw lessons from the experience of the United States and European Union in food safety supervision, put forward the corresponding countermeasures to improve the food safety supervision system in China.
