我国警务改革动因研究

【摘要】：警务改革无论是在国外还是国内，都是警学界研究的热点。但是，大多数的研究都是侧重于具体警务模式的改革，如社区警务、情报主导警务和信息主导警务、第三方警务等，而专门针对警务改革动因进行独立的研究极为罕见，大部分都是零星分散在各种关于具体警务模式改革的理论研究文献中，并没有专门将警务改革动因作为独立的研究对象和视角进行探析。改革措施的出台必然有其相应的原因，改革一定有其规律可循。我国警务改革并不是必然会发生的，什么样的因素及动因对警务改革的发生起着重大影响作用？为什么警务改革会在中国遍地开花？这些问题都是值得我们深思的，进而找到我国警务改革的发展规律和特征。 只有我们厘清上述问题，才能有助于指导我国日常警务活动的开展，对我国警务工作以及维护社会治安秩序有着重大意义。第一，有助于警察组织构建更加有效的警务机制，面对日益复杂的社会局面和逐渐提高的人民群众的需求，可以做出及时的回应，更有效的保障社会秩序和维持社会安定；第二，对我国警务改革动因进行研究，发现其改革规律，为以后的警务活动奠定坚实的理论基础；第三，对警务改革动因进行研究，明确其真正动力源泉，为我们指明警务改革的正确方向，并根据动因做出相关改善措施，提升公众对警务工作的满意度和支持率。 本文从三大部分对我国警务改革动因进行探析，其主要内容如下：第一部分为基本理论范畴的研究，主要从基本概念解析和警务改革动因模型概述两方面进行阐述；第二部分对国外警务改革动因以及参考意义进行分析，从国外警务改革沿革、国外警务改革动因分析和国外警务改革的参考意义三部分进行具体阐释；第三部分为我国警务改革动因分析及改革建议，，具体分为我国警务改革进程概述和我国警务改革的具体动因分析及改革建议两部分。
[Abstract]:Police reform, whether in foreign or domestic, is a hot spot in the field of police research. However, most of the studies focus on the reform of specific policing models, such as community policing, intelligence-led policing and information-oriented policing, third party policing, etc. Most of them are scattered in a variety of theoretical research literature on the reform of specific policing model, and there is no special police reform motivation as an independent research object and perspective to explore. The introduction of reform measures must have its corresponding reasons, reform must have its laws to follow. The police reform in our country is not inevitable. What kind of factors and motivations play a significant role in the police reform? Why is Police Reform everywhere in China? These problems are worthy of our deep thinking, and find out the law and characteristics of the police reform in our country. Only if we clarify the above problems, can we help to guide the development of our daily policing activities, and have great significance for our police work and the maintenance of public security order. First, it is helpful for the police organization to construct a more effective policing mechanism, to face the increasingly complex social situation and the increasing needs of the people, can make a timely response, more effective to ensure social order and maintain social stability; Second, the motivation of police reform in China is studied, and the law of reform is found, which lays a solid theoretical foundation for the future policing activities. Thirdly, we should study the motivation of police reform, clarify its real motive source, point out the correct direction of police reform, and make relevant improvement measures according to the motivation to enhance the public satisfaction and support for police work. The main contents of this paper are as follows: the first part is the study of the basic theoretical category, mainly from the basic concept analysis and police reform motivation model overview two aspects; The second part of the foreign police reform motivation and reference significance of analysis, from the foreign police reform evolution, foreign police reform motivation analysis and the reference significance of foreign police reform for specific interpretation of the three parts; The third part is the analysis of the reasons and suggestions for the reform of China's police service, which is divided into two parts: an overview of the reform process of China's police service, and an analysis of the specific reasons and suggestions for the reform of our country's police service reform.
