重庆公租房制度研究
[Abstract]:In the report of the 17th National Congress of the Communist Party of China, the Party said: "all the people should learn and teach, work and receive, have medical care for their illness, support their old age, and live in their homes." For a long time, it is one of the basic national policies of our country that our country insists on keeping its place of residence, so that the residents have their own residence is also one of the core of our country's democratic political construction, and it is also the ultimate aim of paying attention to the livelihood of the people. With the rapid development of Chongqing's economy, Chongqing has become the center of western economy, and the urbanization level of Chongqing has reached a new high. The rapid development of economy and the increasing level of urbanization indicate the prosperity of a city, but also accompanied by a series of problems, such as the deterioration of environment, the rising of prices, the soaring of house prices, and so on. Among them house prices soar, housing shortage is the most serious of these series of problems. The government is also becoming aware of the importance of housing security, and has taken a series of measures to ensure that residents have a safe and secure residence. The government has introduced the construction of low-rent housing, comfortable housing to protect the housing of residents. However, due to low-rent housing, comfortable housing's own limitations, did not play a great role in meeting the housing needs of urban residents. With the rapid development of economy and the acceleration of urbanization, there appears a group of people who do not conform to the application for low-rent housing and do not have the strength to buy a house, so called "sandwich layer". Many of them are migrant workers, newly-employed college students, the main force in urban construction. Ensuring their housing is the key to sustainable urban development, so the public rental housing policy was introduced. In March 2009, The former Minister of Housing and Construction, Qi Yuji, put forward that in order to solve the housing difficulties of the "sandwich layer" group, we must vigorously build public rental housing. In 2010, the Ministry of Housing and Construction and seven other departments jointly issued the "guidelines on accelerating the Development of Public Rental Housing". At the meeting, Vice Premier Li Keqiang of the State Council stressed the need to speed up the construction of public rental housing and promote the construction of affordable housing projects. The Chongqing Municipal Government has taken the lead in responding to national policies and actively planning and building public rental housing. In 2011, the Chongqing Land and Housing Administration and the Chongqing Municipal Government issued the detailed rules for the Administration of Public Rental Housing in Chongqing. Interim measures on the Administration of Public Rental Housing in Chongqing has always been in the leading level in the construction of public rental housing and has established a construction model of public rental housing with Chongqing characteristics which has been used for reference by many places. The development of public rental housing system is a process of perfecting while exploring, so Chongqing will certainly encounter many difficulties and problems in the construction of public rental housing. This article will take Chongqing public rental housing as an example to study the advantages and disadvantages of Chongqing public rental housing model, as well as where to improve, to improve Chongqing public rental housing model, to protect the housing problem of residents, to stabilize social order, to improve people's livelihood. Promote the good and fast development of Chongqing economy. This paper is divided into five parts: the background and definition of public rental housing, the research of foreign public rental housing system, the deficiency of Chongqing public rental housing system, the perfection of Chongqing public rental housing system, and the conclusion. This article adopts the investigation research, discovers the question, solves the problem the step to carry on the elaboration, this article innovation is based on the whole research Chongqing public housing system, the general situation summarizes the Chongqing public housing system superiority, the insufficiency, Taking concrete chart data and real cases to find out the concrete problem and find out the solution, this article mainly innovates on the management mode of solving the problem of public housing and the concrete measures of legal construction.
