首要目标与关键问题——关于中西部地区贯彻落实《公共文化服务保障法》的讨论

【摘要】：文章在分析《公共文化服务保障法》几个关键点的基础上,结合《国家基本公共文化服务指导标准(2015-2020年)》《陕西省基本公共文化服务实施标准(2015-2020年)》,讨论中西部地区贯彻落实《公共文化服务保障法》,首先要实现地方基本公共文化服务建设目标;欠发达地区实现基本公共文化建设目标,需要着重解决三大问题:县(区)公共文化设施需要进一步提升,乡镇(街道)综合文化站需要理顺管理体制,村(社区)公共文化活动中心建设需要按标准全覆盖。
[Abstract]:On the basis of analyzing several key points of the Public Cultural Service guarantee Law, this paper combines the National basic Public Cultural Service guidance Standard (2015-2020) > the Shaanxi Province basic Public Cultural Service implementation Standard (2015-2020) >. To discuss the implementation of the Public Cultural Services guarantee Law in the central and western regions, the first step is to realize the construction objectives of the basic local public cultural services. In order to achieve the goal of building basic public culture in underdeveloped areas, three major problems need to be solved: the county (district) public cultural facilities need to be further upgraded, and the township (street) integrated cultural station needs to rationalize the management system. The construction of village (community) public cultural activity center needs to be covered according to the standard.
