论地方食品安全监管规范的制定

【摘要】：2015年修订的《食品安全法》再次将食品生产加工小作坊和食品摊贩等的具体管理办法交由地方制定,这对地方立法而言是一种挑战。为更好履行食品安全监督的职责,地方在制定地方性法规、地方政府规章和规范性文件时,应注意细化整合后的各监管部门之职责、全力保障地方食品安全监管规范的公开化、促进监管主体多样化和发展区域法制几个问题:。
[Abstract]:The 2015 revised Food Safety Act once again handed over to the local authorities specific management measures for small food production and processing workshops and food vendors, which is a challenge to local legislation. In order to better perform the responsibility of food safety supervision, local governments should pay attention to the refinement of the responsibilities of the various regulatory departments after the integration when formulating local laws and regulations, local government regulations and normative documents, and make every effort to ensure the publicity of local food safety supervision and control norms. Several problems of promoting the diversification of regulatory bodies and developing regional legal system are as follows:.
