江苏省知识产权对经济增长方式转变的贡献测度

【摘要】：创新逐渐成为增强国家竞争力的关键所在。知识产权是保护创新成果并促进创新的重要因素。因此知识产权愈发重要,成为调整经济结构,突破经济增长瓶颈的着力点。江苏省经济水平与知识产权水平均处于全国前列。然而由于目前经济增长仍然较多依赖资本投入,经济结构有待进一步改善。目前江苏省正在加快建设知识产权强省。提升知识产权效益、促进知识产权对经济增长的贡献、降低经济对要素投入的依赖性,有助于促进经济增长方式优化升级。研究知识产权对经济增长方式转变是否存在影响以及影响度的测算对于江苏省未来经济的发展战略制定有着重要的意义。本研究从知识产权与经济增长方式转变的相关理论入手,对国内外相关方面的研究现状进行了梳理,探讨了知识产权与经济增长方式转变之间的关系,阐述了知识产权对经济增长方式的影响路径。以定性分析法为主对江苏省知识产权与经济增长方式的相关现状进行了描述性统计分析,旨在发现江苏省相关方面的发展优势与不足。基于江苏省2007-2015年的地级市面板数据进行定量分析,运用静态面板模型与动态面板模型,以专利相关指标衡量知识产权水平、以全要素生产率衡量经济增长方式,并加入城市化率、外贸依存度、产业结构、科技投入四个控制变量,得到知识产权对经济增长方式转变的弹性系数,进而计算出江苏省知识产权对经济增长方式转变的贡献度。根据前文的分析结果与测得的贡献度,提出使江苏省知识产权更好促进经济增长方式转变的对策与建议。研究结果表明:江苏省知识产权产出整体呈递增趋势,知识产权水平处于全国领先位置;经济总量位于全国前列,经济增速逐渐趋缓;全要素生产率逐年提高,经济的投入产出效率提升;知识产权对经济增长方式转变的贡献度较高,大约为24%。同时,江苏省知识产权和经济增长方式相关方面的发展还存在着一些问题。发明专利的占比仍然偏低,创新型知识产权的创造能力有待提高;知识产权与经济的区域发展存在南北差异;全要素生产率的增速有所波动和放缓,促进经济增长方式转变的动能面临下降的危机。今后,江苏省应提高发明专利授权占比,加快科技成果转化;优化资源配置,平衡区域知识产权水平;提升知识产权贡献度,促进经济增长方式转变。
[Abstract]:Innovation has gradually become the key to enhance national competitiveness. Intellectual property is an important factor to protect innovation and promote innovation. Therefore, intellectual property becomes more and more important and becomes the adjustment of economic structure. The key point to break through the bottleneck of economic growth. Jiangsu Province's economic level and intellectual property level are in the forefront of the country. However, because of the current economic growth is still more dependent on capital investment. The economic structure needs to be further improved. At present, Jiangsu Province is speeding up the construction of a strong province of intellectual property rights, enhancing the efficiency of intellectual property rights, promoting the contribution of intellectual property rights to economic growth, and reducing the dependence of the economy on the input of elements. It is helpful to promote the optimization and upgrading of economic growth mode. It is of great significance to study the impact of intellectual property rights on the transformation of economic growth mode and the calculation of impact degree for the formulation of future economic development strategy of Jiangsu Province. The research starts with the relevant theories of intellectual property rights and the change of economic growth mode. The current situation of domestic and foreign related research is combed, and the relationship between intellectual property rights and the transformation of economic growth mode is discussed. This paper expounds the impact of intellectual property rights on the economic growth mode, and makes a descriptive statistical analysis of the current situation of intellectual property rights and economic growth patterns in Jiangsu Province, mainly by qualitative analysis. In order to find out the development advantages and disadvantages of Jiangsu Province, based on the prefecture-level panel data from 2007 to 2015, the static panel model and dynamic panel model are used. The level of intellectual property rights is measured by patent related indicators, the economic growth mode is measured by total factor productivity, and four control variables are added: urbanization rate, dependence on foreign trade, industrial structure and investment in science and technology. The elastic coefficient of intellectual property to the transformation of economic growth mode is obtained, and then the contribution of intellectual property to the transformation of economic growth mode in Jiangsu Province is calculated. The research results show that the output of intellectual property in Jiangsu Province is increasing, and the level of intellectual property is in the leading position in the whole country. The total economic volume is in the forefront of the whole country, and the economic growth rate is gradually slowing down; The total factor productivity increases year by year, the input-output efficiency of the economy increases; The contribution of intellectual property to the transformation of economic growth mode is relatively high, about 24%. At the same time. There are still some problems in the development of intellectual property rights and economic growth mode in Jiangsu Province. The proportion of invention patents is still low, and the creative ability of innovative intellectual property rights needs to be improved. There are North-South differences between intellectual property rights and regional economic development; The growth rate of total factor productivity has fluctuated and slowed down, and the kinetic energy of promoting the transformation of economic growth mode is facing the crisis of decline. In the future, Jiangsu Province should increase the proportion of patent license of invention and accelerate the transformation of scientific and technological achievements; Optimizing the allocation of resources and balancing the level of regional intellectual property rights; Enhance the contribution of intellectual property and promote the transformation of economic growth mode.
