北京市服务贸易升级问题研究

【摘要】：随着服务贸易在全球经济中的迅速发展,服务贸易与服务业的发达程度正在成为衡量一个国家经济发展水平的重要标志。发展服务贸易以转变我国对外贸易增长方式已经成为经济工作的一个主要任务。从1995年开始,北京市就显现出服务业不断增加的趋势,服务业与服务贸易在北京经济中的地位与作用逐步增强,北京已经成为以服务经济为主的城市,随着服务业的快速发展,服务贸易也逐年增长,并对推动北京经济发展产生着巨大的作用。但是近年来北京市服务贸易出口增速下滑,结构也尚不合理,尤其是在北京市经济结构转型的情况下,服务贸易亟待进行优化升级,寻求更好的发展方式。本文将在新形势的背景下,总结北京市服务贸易的发展现状,通过理论分析和实证分析相结合的方法,研究北京市服务贸易升级的原因,带来的影响,并根据分析结果提出相应的建议及调整措施。本文共包括六章,第一章是引言,主要介绍本文的选题背景及意义、国内外对该问题的研究现状、研究方法等;第二章主要内容是对有关服务贸易概念的介绍,以及服务贸易升级的指标——服务贸易出口技术复杂度的介绍;第三章介绍北京市服务贸易的现状及其与发达国家服务贸易平均水平的对比情况;第四章是出口技术复杂度对北京市服务贸易的影响分析;第五章主要内容是北京市服务贸易出口技术复杂度影响因素的实证分析;第六章则是对全文的研究内容的总结,提出有利于北京市服务贸易发展的对策建议。通过各章的分析研究,总结出如下结论:在全球和国内经济下行压力较大的近几年,北京市服务贸易仍然保持着良好的发展势头;北京市的服务贸易发展程度不及世界平均水平,与发达国家水平相比更是存在很大差距,服务贸易规模有待提高、结构有待优化、技术含量有待提升;服务贸易出口技术复杂度能够代表北京市服务贸易升级情况,并且出口技术复杂度能够促进北京市服务出口的增长,北京市服务贸易升级的突破口在于提升服务贸易出口技术复杂度;北京市的人力资本水平、专利授权数量和基础设施能够显著的影响北京市服务贸易出口技术复杂度的提升;为此,本文提出北京市服务贸易升级的政策建议为:提升教育水平,特别是培养高端服务贸易人才;加大科研投入,完善知识产权保护制度,提升服务业和服务贸易的技术水平;完善基础设施,加大基础设施的资金投入,为服务业和服务贸易的发展创造良好的环境;除此之外,还应该鼓励企业创新、提高企业创新能力。
[Abstract]:With the rapid development of trade in services in the global economy. The development of service trade and service industry is becoming an important symbol to measure the level of economic development of a country, and it has become a major task of economic work to develop service trade to change the mode of foreign trade growth of our country. From 1995. The service industry and service trade have become more and more important in the economy of Beijing, and Beijing has become a city dominated by service economy. With the rapid development of the service industry, the service trade is also increasing year by year, which plays a great role in promoting the economic development of Beijing. However, in recent years, the growth rate of Beijing's export of service trade has declined, and the structure of the service trade has not been reasonable. Especially in the situation of economic structure transformation in Beijing, the service trade needs to be optimized and upgraded urgently to find a better way of development. This paper will summarize the development status of service trade in Beijing under the background of the new situation. Through the combination of theoretical analysis and empirical analysis, this paper studies the causes and effects of the upgrading of service trade in Beijing, and puts forward corresponding suggestions and adjustment measures according to the results of the analysis. This paper includes six chapters. The first chapter is the introduction, mainly introduces the background and significance of this topic, the domestic and foreign research on this issue, research methods and so on; The second chapter mainly introduces the concept of trade in services and the technical complexity of export of service trade, which is the index of upgrading trade in services. The third chapter introduces the current situation of service trade in Beijing and its comparison with the average level of service trade in developed countries. Chapter 4th is an analysis of the impact of export technology complexity on services trade in Beijing. Chapter 5th mainly focuses on the empirical analysis of the factors affecting the technical complexity of Beijing's export of services. Chapter 6th is a summary of the research content of the full text, and puts forward the countermeasures and suggestions for the development of service trade in Beijing. The conclusions are summarized as follows: in recent years, the global and domestic economic downward pressure is greater, Beijing's service trade still maintains a good momentum of development; The level of development of service trade in Beijing is not as good as the average level of the world. Compared with the level of developed countries, there is a big gap. The scale of service trade needs to be improved, the structure needs to be optimized, and the technology content needs to be improved. The technical complexity of export of services trade can represent the upgrading of service trade in Beijing, and the complexity of export technology can promote the growth of services exports of Beijing. The breakthrough of the upgrading of service trade in Beijing lies in increasing the technical complexity of export of service trade; The level of human capital, the number of patent authorizations and infrastructure can significantly affect the technological complexity of Beijing's export of services; For this reason, this paper puts forward the policy suggestions for upgrading Beijing's service trade: to raise the level of education, especially to train high-end service trade talents; Increasing investment in scientific research, perfecting the system of intellectual property protection, and upgrading the technical level of service industry and service trade; Improve infrastructure, increase investment in infrastructure, and create a good environment for the development of services and trade in services; In addition, enterprises should be encouraged to innovate and improve their ability to innovate.
