知识产权政策动态调整——韩国案例研究

【摘要】：知识产权政策不是一成不变的,我国已经进入创新驱动发展新阶段,需要知识产权政策动态调整。以韩国为案例,从经济基础、支撑要素、参与主体三个维度,研究其知识产权政策调整的基础、动力和内容。研究发现:对应一个国家不同发展阶段,最优知识产权保护强度的选择有所不同;随着经济发展水平提升和经济发展模式转型,知识产权保护将必然走向强化,严格的知识产权政策将逐渐成为趋势;不仅要看到知识产权政策对促进创新的作用,同时创新能力的提升,也在改变一国的知识产权政策。
[Abstract]:Intellectual property policy is not inflexible, our country has entered a new stage of innovation-driven development, which needs dynamic adjustment of intellectual property policy. Taking Korea as a case, from the three dimensions of economic base, supporting elements and participating main body. This paper studies the basis, motive force and content of the adjustment of intellectual property policy. It is found that the choice of optimal intellectual property protection intensity is different according to different stages of development of a country; With the improvement of economic development level and the transformation of economic development mode, intellectual property protection will inevitably be strengthened, and strict intellectual property policy will gradually become a trend; We should not only see the role of intellectual property policy in promoting innovation, but also change the intellectual property policy of a country.
