我国创新团队建设现状与发展对策研究

【摘要】:进入21世纪,科技创新已经成为一个国家经济发展最重要的动力源泉,也是抢占全球经济竞争制高点的关键。随着世界科学技术飞速发展,科学研究的分支化趋势和综合化趋势日益加强,多学科交叉发展促使传统的学科间界限变得越来越模糊。通过团队建设开展协同创新和联合攻关已经成为大型科研项目的客观需求。我国创新团队是把创新精神制度化而产生的一种新的科研组织模式,是新观念和新方法的融合,是指在共同的科技研发目标下,由团队带头人和一定数量的科技人员组成,通过分工合作,创造出具有自主知识产权成果的科技研究群体。教育部“长江学者和创新团队发展计划”于2004年开始实施,旨在凝聚并稳定支持一批优秀的创新群体,形成优秀人才的团队效应和当量效应,提升高校的创新能力和竞争实力,推动高水平大学和重点学科建设。高校科技创新团队的组建是大学打破既有管理模式、构建一种更具生机和活力、“环境适应能力强”的科研队伍的重要途径,可以把优秀人才和群体智慧集中在起,进行创新性科研协作和科技攻关,增进集体思维的敏感度,有效应对新难题,激发潜在的知识创新和整合,实现某一领域或者某个方面的突破,形成大学新的核心专长,成为高校适应现代科技和社会发展的一种生存能力。本研究将通过历时动态分析,对创新团队发展历程、院校分布、地域分布进行分析;通过共时比较研究,总结创新团队发展现状以及发展规律;通过分析医药类教育部创新团队建设的现状,了解医药类教育部创新团队建设的整体情况以及发展特征;以创新型国家和人力资源强国建设为出发点和立足点,打破传统思路,分析目前科技创新团队建设取得的成绩以及存在的不足,探索解决目前问题的对策与政策建议;通过我国创新团队建设的内外部因素分析,构建了我国创新团队建设的理论模式;通过实证研究阐明我国创新团队建设的团队成员、研发平台以及科研产出等情况,了解我国创新团队产生的经济效益和社会效益;最后,根据我国创新团队建设发展现状以及存在的问题,提出我国创新团队建设的政策建议,为相关部门的科学决策提供理论参考。
[Abstract]:In twenty-first Century, science and technology innovation has become the most important source of a country's economic development, the key is to seize the high ground of global economic competition. With the rapid development of world science and technology branch trend of scientific research and comprehensive trend of increasing multidisciplinary cross development to promote the traditional disciplinary boundaries become increasingly blurred by. The construction team to carry out collaborative innovation and joint research has become the objective demand of large-scale projects. China's innovation team is a new research organization model innovation system and produce, is the integration of new ideas and new methods, refers to the common scientific research goal, the team leader and a certain number of science and technology personnel, through the division of labor, created with independent intellectual property rights of the achievements of science and technology research group. The Ministry of education Changjiang Scholars and innovative research team development Program started in 2004, aims to cohesion and stability to support a number of outstanding innovation group, team effect and equivalent effect formed talents, colleges and universities to enhance the innovation ability and competitive strength, promote the construction of high-level universities and key disciplines. The formation of the University of science and technology innovation team is to break the existing management mode, building a more vigor and vitality, "an important way to strong ability to adapt to the environment of scientific research team, can put the talents and focus on collective wisdom, innovative research collaboration and Research on science and technology, promote the collective thinking sensitivity to effectively deal with the new problems, to stimulate knowledge innovation and integration potential, to achieve a field or a breakthrough, the formation of new university core expertise, to become a survival abilities of modern science and technology and social development in Colleges and universities. This study through the dynamic analysis of The development and innovation team of colleges distribution, regional distribution is analyzed; through synchronic comparative study, summarize the development status of innovation team and the development of the law; through the analysis of the current situation of medical education innovation team building, understanding and development characteristics of overall situation of medicine of Ministry of education innovation team construction; the construction of innovative nation and human resources power is the starting point and foothold, breaking the traditional way, the analysis of the current construction of technology innovation team achievements and problems, explore solutions to current problems countermeasures and suggestions; through the internal and external factors of the construction of China's innovation team analysis, establishes a theoretical model for construction of China's innovation team; clarify the construction of China's innovation team members through empirical research, development platform and scientific research output, and understand the economic benefits of China's innovation team produced Social benefits; finally, according to the current situation and existing problems of our innovation team construction, we put forward policy recommendations for our innovation team construction, so as to provide theoretical references for relevant departments in scientific decision-making.
