潍坊市科技计划申报管理系统的设计与实现

【摘要】：为了科技计划审批工作的顺利高效完成,本系统的编写是为了指引潍坊市市级科技计划项目申报者、申报单位和市科工贸信局科技管理人员正确使用潍坊市科技计划申报管理系统,顺利组织完成我市的科技项目网上申报、推荐和管理工作。潍坊市科技计划申报管理系统采用Java语言、JSP技术,基于SSH (Struts+Hibernate+Spring)框架设计,采用SQL Server2005作为数据库服务器,实现了申报单位管理、申报人管理、项目申报管理等功能。申报单位管理实现申报单位的注册和登录、单位信息的管理等功能；单位信息管理主要包括：单位申报管理、单位详细信息添加、人员信息录入、经济效益情况、知识产权信息录入等。申报人管理实现了申报人登录系统、申报单位管理员管理用户名密码、申报人管路、个人详细信息的设置等管理功能。项目申报管理实现了业务受理部门的登录、项目申报管理、申报项目的受理等功能。申报项目受理主要是业务受理部门对申报的项目的审批、查询、不同意申报、返回修改等操作。项目申报管理包括：全部项目的管理和新增项目的管路两个部分。实现了计算机资源的合理利用,提高工作质量。系统目前重点针对潍坊市科技计划项目申报和受理工作展开的,为各级技术部门服务提供依据。为各类申报单位,受理部门提供方便可靠的服务,减小了相应部门工作人员的负担,提高了工作效率,为领导制定下一步的科技申报工作计划提供基础。

The unit information management mainly includes: unit declaration management, unit detailed information adding, personnel information input, etc. Economic benefits, intellectual property information input, etc. The whistleblower management has realized the whistleblower login system, the administrator of the reporting unit manages the user name and password, and the whistleblower manages the line, Management functions such as setting up personal detailed information. The project declaration management realizes the login of the business acceptance department, the project declaration management, the application project acceptance, and so on. The acceptance of the declaration project is mainly the examination and approval of the declared project by the business acceptance department. The project declaration management includes the management of the whole project and the pipeline of the new project. The reasonable utilization of computer resources is realized and the quality of work is improved. At present, the system focuses on the application and acceptance of scientific and technological projects in Weifang. It provides the basis for the services of technical departments at all levels, and provides convenient and reliable services for all kinds of declaration units and acceptance departments. It reduces the burden of the corresponding department staff, improves the work efficiency, and provides the basis for the leaders to formulate the next work plan of science and technology declaration.
