产学研协同创新中的信息保障研究

【摘要】:协同创新,是在创新过程引入协同的思想,创新要素在创新过程中发挥各自作用,在提升自身效率的基础上,依托机制性互动,提升生产与收益的效率,从而增加价值和创造的过程。2011年,胡锦涛总书记在清华大学建校100周年大会上的讲话中指出,鼓励高校同科研机构、企业建立协同创新的战略联盟,提升自主创新能力,为建设创新型国家做出贡献。2012年,教育部"2011计划”正式启动实施。本文所研究的产学研协同创新,是指企业、高校、科研机构,围绕共同的目标,以人员、资源、技术、管理等协同为基础,通过深度合作,实现各参与主体价值的共同增值。高校、企业、科研机构在开展协同创新的过程中,存在大量的信息需求,如何以高质量的信息服务,确保协同创新富有成效,是摆在广大信息工作者面前的一项重要课题。论文以产学研协同创新中的信息保障为主线,综合了创新理论、协同理论、信息与知识管理理论、用户行为与心理理论等,研究了产学研协同创新的环境与基础,产学研协同创新中的信息需求与信息获取,面向协同创新需求的产学研创新信息保障体系构建等内容,构建了产学研协同创新信息保障平台模型,并对武汉药物与疫苗技术协同创新中心信息保障案例进行了分析,丰富了基于产学研协同创新视角的信息管理与服务理论。 全文约15万字,共分为7个部分,各部分的主要内容如下: 第1部分探讨了选题的背景和研究意义。产学研协同创新是创新型国家建设的内在要求,在协同的过程中需要高质量的信息资源与服务保障。论文对国内外产学研协同创新及其信息保障研究进行了综述,总结了研究中的不足。论文以协同的视角,通过文献调查法、系统分析法、案例分析法等方法,研究产学研协同创新中的信息需求特征与内容,信息保障体系的构建问题,并提出了产学研协同系统内外部相结合的多层次一体化信息保障平台模型。 第2部分研究了产学研协同创新的环境与基础。一是探讨了产学研协同创新与协同环境影响,包括产学研协同创新的相关的概念、产学研协同创新的理论基础、产学研协同创新的内涵与要求、产学研协同创新中的创新主体等;二是探讨了产学研协同创新与环境的互动,包括产学研协同创新的推动力、所需要的社会环境、政策环境等:最后探讨了产学研协同创新中的信息流与知识转移,包括创新主体间的管理信息流、以协同为主线的业务信息流以及协同过程中的知识转移问题。 第3部分研究了产学研协同创新中的信息需求与信息获取问题。一是探讨了产学研协同创新活动中的信息需求类型与结构,包括管理创新、知识创新、技术创新、知识产权管理中的信息需求;二是研究了信息需求的特征与影响因素,包括信息需求的类型与构成,信息需求影响因素,信息需求的特点等;三是探讨了信息需求的满足与实现,包括信息需求障碍,信息需求保障中存在的问题,信息需求的实现等;四是研究了产学研协同创新中的信息获取及其障碍问题,包括信息来源,信息获取的途径与方式,信息获取中存在的主要问题等。为开展面向产学研协同创新的信息保障工作提供了研究基础。 第4部分研究了面向协同创新需求的产学研创新信息保障体系构建问题。首先探讨了产学研协同创新内部信息保障系统建设,包括内部信息保障系统的组成、特点与功能、工作的组织与推进等;其次探讨了面向协同创新需求的社会化信息保障系统建设,包括信息服务机构的信息保障,科技中介机构、咨询公司的信息保障,以及行业部门的信息保障等;最后探讨了多层次一体化产学研协同创新信息保障体系的构建,包括体系构建的目标和要求、体系构建的核心要素以及体系的层次结构与功能等。 第5部分研究了产学研协同创新信息保障平台的建设与管理问题。一是研究了产学研协同创新信息保障平台建设思路,包括平台规划目标、构建原则以及规划的实施等;二是探讨了平台的技术支撑,包括大数据时代的信息存储与信息组织技术、基于知识网格的信息网络技术、智能化与个性化的信息服务技术等;三是重点探讨了产学研协同创新信息保障平台的构建问题,提出了信息保障平台的模型,并研究了平台的拓扑结构、总体架构和功能;四是研究了产学研信息保障平台的系统互操作问题,平台的资源整合问题,包括基于云计算的信息资源整合、SoA信息资源整合技术等;最后探讨了产学研协同创新信息保障平台的运行与管理等。 第6部分分析了武汉药物与疫苗技术产学研协同创新信息保障案例。探讨了该协同创新中心成立的背景;协同过程中的管理创新、技术创新、知识创新与知识产权管理等信息需求,并探讨了该中心面向产学研协同的信息保障平台建设中的探索与实践;最后总结了该协同创新中心在信息保障工作中的经验与存在的不足。 第7部分对全文研究内容进行了总结和展望。

The first part discusses the background and significance of research.
