中医药服务贸易发展现状及策略研究

【摘要】：研究背景：服务贸易作为国际贸易的重要组成部分已成为衡量一个国家国际经济竞争力的重要指标,我国服务贸易工作经过多年的发展已经初具规模,成为世界服务贸易进出口大国,但是距离欧美发达强国还是有一定差距,需大力发展具有科技含量的服务贸易类型,改变我国服务贸易产业结构。而中医药服务贸易作为我国拥有完整独立知识产权的服务项目,已进入国家战略发展范畴,通过中医药服务贸易的开展可以改善我国服务业出口整体技术含量不高的状况,同时对中医药全球化进程及改善中药出口的困境有着积极的意义。但是中医药服务贸易起步较晚,需要不断整合自身资源,并在在理论和实践方面不断加以完善和提高,以最优姿态拓展海外市场,因此对中医药服务贸易的现状分析和策略研究对于中医药服务贸易工作的开展具有十分积极的意义。研究目的：汇总目前我国中医药服务贸易的进展情况,并搜集和中医药服务贸易发展相关的数据,同时结合政策法规、海外情况、行业动态发现在开展中医药服务贸易过程中遇到的问题,并提出相应的解决措施和发展策略,为进一步开展的中医药服务贸易工作提供参考,并为有关部门完善政策提供建议。研究方法：本文采用了文献分析法汇总国内外的参考文献并结合有WTO及国内关部门发布的统计、报告、年鉴等资料作为参考依据；运用SWOT分析等方法对个别案例进行分析；同时对统计数据进行校正和分析,总结其发展规律预测其发展方向；并对专业法规的内容进行提炼,分析中医药服务贸易的发展动态。研究内容：本文在前人研究的基础上,首先对服务贸易的相关概念进行研究,进而对世界服务贸易和我国服务贸易发展现状进行析并和总结,得出我国服务贸易发展水平有限,需要进行产业结构调整,增加高科技服务贸易类型出口的结论。而后从中医药服务贸易的概念、内容、提供方式、政策等方面进行研究,最后总结我国发展中医药服务贸易的意义,并得出发展中医药服务贸易是解决我国服务贸易困境并带动中医药国际化的最佳方式的结论。在中医药服务贸易现状研究部分,通过总结中医药医疗旅游的发展、中医药服务贸易和中药出口相关性,中医药国际教育现状、中医药国际认知度、中医药国际标准化、中医药服务贸易的国内基础设施、我国远程医疗的发展为对中医药服务贸易的意义及中医药海外从业人数共8个方面的内容,全面汇总我国中医药服务贸易目前开展情况,并通过相关数据的整理和分析进一步探讨其发展规律和注意事项。在综合分析总结我国中医药服务贸易发展情况后,对于现阶段发展遇到的问题和发展过程中遇到的困难做出了总结,主要包括国家相关政策不配套、中医药海外地位需提高、GATS对于中医药服务贸易的限制、中医药服务贸易人才储备匮乏、中药海外出口受限制的问题。最后针对中医药服务贸易遇到的问题给出了相应的策略建议,主要是从政府决策、技术提高、人才培养、质量保证四个方面进行阐述和分析,为即将大规模展开的中医药服务贸易提供帮助。研究结论：发展中医药服务贸易应采取的策略和方式：1.中医药立法工作势在必行；明确发展顺序、确立多元化的发展方向；完善政府性保障；加强与WTO组织的沟通。2.完善中医药标准化的国际进程；建立中医药服务贸易的统计平台。3.明确“教育优先”原则；提高中医药国际教育水平；发展中医药远程教育；培养中医药服务贸易专业型人才。4.提高中医药海外服务质量；扩展服务范畴；发挥品牌效应。
