安徽省高新技术产业对经济增长影响的实证分析

【摘要】：随着经济的不断发展,各个产业对于产品创新、生产技术以及管理水平的要求越来越高,高新技术产业是生产研究开发高新技术产品的企业聚集而成的产业,体现了科技创新和产业发展的统一。因此高新技术产业逐渐成为国家的支柱产业,甚至成为衡量一个国家整体经济水平和综合国力的重要指标。特别是在知识经济时代,随着世界经济一体化的进程,各国经济发展的关键在于人才、技术和知识创新等方面的竞争,各国也将发展高新技术、抢占科技制高点作为参与国际竞争的重要手段,因此大力发展高新技术产业已经成为各国经济发展的重点。当前正处于我国经济发展方式转型的重要时期,高新技术产业作为高技术与高创新并存的产业,该产业的迅速发展不仅可以通过产业关联效应带动其他产业的发展,而且可以通过大量的技术外溢和创新实现产业结构的升级,从而提高我国的经济发展的整体实力。安徽位于我国的中部地带,自古以来就是一个以农业为主的大省,因此城市工业化程度较低,特别是高新产业的发展基础较差,自主知识产权相对较少。在这种情况下,研究高新技术产业对安徽省经济增长的贡献程度,探索经济发展方式的转变,实现产业结构的优化、走可持续发展的新型工业化道路是十分必要的。如何让安徽省高新技术产业更快更好的发展,是安徽省在“十二五”期间面临的一个重要任务。本文以安徽省的高新技术产业为研究样本,首先介绍了选题的背景、目的、意义和相关国内外的研究综述,其次详细的阐述了高新技术产业和经济增长的相关理论,接着论述了安徽省高新技术产业的发展现状。最后我们以安徽省2007年至2012年的科技统计公报、安徽省统计年鉴等数据,构建一个截面为16个城市,时间为2006-2011年份的面板数据,选择了工业增加值、高新企业数、专利申请数量和RD人员、RD内部经费、政府科技支出六个指标,从创新和科技投入两个角度出发,通过面板数据的单位根检验、协整关系检验和F检验等一系列的判断方法,分别构建了两个固定效应的变系数模型。通过模型的计量分析,结果表明工业增加值、高新企业数、专利申请数量、RD人员、RD内部经费、政府科技支出与经济增长都存在着明显的正相关关系,并且这种关系具有长期稳定性,这说明高新技术产业确实对经济的发展具有很强的支持作用。最后根据我们的研究结论,结合安徽省的发展现状,提出了通过提高高新技术产业产品价值；注重高新技术产业的产业集聚效应；鼓励专利申请和技术创新；加大人才培养,提高研发人员数；完善高新技术企业RD的财力资源体系；保持合理适当的政府科技支出等政策措施,推动安徽省高新技术产业的健康和稳定发展。
[Abstract]:With the continuous development of economy, the requirements of each industry for product innovation, production technology and management level are higher and higher. High-tech industry is an industry gathered by enterprises producing, researching and developing high-tech products.It reflects the unity of scientific and technological innovation and industrial development.Therefore, high-tech industry has gradually become a pillar industry of a country, and even an important indicator to measure the overall economic level and comprehensive national strength of a country.Especially in the era of knowledge economy, with the process of economic integration in the world, the key to the economic development of various countries lies in the competition of talents, technology and knowledge innovation, and countries will also develop high and new technologies.As an important means to participate in international competition, seizing the commanding heights of science and technology has become the focal point of the economic development of various countries.At present, China is in an important period of economic development mode transformation. High-tech industry, as an industry with high technology and high innovation, can not only promote the development of other industries through industrial linkage effect, but also develop rapidly.Moreover, the upgrading of industrial structure can be realized through a large amount of technological spillover and innovation, thus improving the overall strength of China's economic development.Anhui is located in the central part of our country. Since ancient times, Anhui is a big province which is based on agriculture, so the degree of urban industrialization is relatively low, especially the development foundation of high-tech industry is poor, and the independent intellectual property rights are relatively less.In this case, it is very necessary to study the contribution of high-tech industry to the economic growth of Anhui Province, to explore the transformation of economic development mode, to realize the optimization of industrial structure and to take the new industrialization road of sustainable development.How to make the high-tech industry of Anhui Province develop faster and better is an important task that Anhui faces during the 12th Five-Year Plan period.Taking the high-tech industry of Anhui Province as the research sample, this paper first introduces the background, purpose, significance and related domestic and foreign research review of the topic, and then elaborates the related theories of high-tech industry and economic growth in detail.Then it discusses the development of high-tech industry in Anhui Province.Finally, with the data of Anhui Province Science and Technology Statistics Bulletin from 2007 to 2012, Anhui Statistical Yearbook and other data, we construct a panel data of 16 cities with a time of 2006-2011, and select the number of industrial added value, high-tech enterprises, etc.The number of patent applications and R & D personnel's internal R D funds, six indicators of government expenditure on science and technology, from two angles of innovation and scientific and technological input, through a series of judgment methods such as unit root test of panel data, cointegration relationship test and F test, etc.Two variable coefficient models of fixed effects are constructed respectively.Through the econometric analysis of the model, the results show that the industrial added value, the number of high-tech enterprises, the number of patent applications and the internal funds of Rd personnel, the government expenditure on science and technology and the economic growth all have obvious positive correlation.And this relationship has long-term stability, which shows that high-tech industry does have a strong support for economic development.Finally, according to our research conclusions, combined with the development situation of Anhui Province, this paper puts forward that by improving the value of high-tech industry products, paying attention to the industrial agglomeration effect of high-tech industries, encouraging patent applications and technological innovation, and increasing talent training,Improving the number of R & D personnel, perfecting the R & D financial resource system of high-tech enterprises, maintaining reasonable and appropriate government expenditure on science and technology and other policies and measures to promote the healthy and stable development of high-tech industry in Anhui Province.
