纳西族东巴造纸产业开发的利益分享机制研究

【摘要】：少数民族非物质文化遗产是非物质文化遗产的重要组成部分,是一个民族区别于其他民族的珍贵文化记忆与文化标识。随着经济全球化的日益推进,少数民族非物质文化遗产面临着现代文明的巨大冲击,处于急剧转变和消失中。实践发展表明,对少数民族非物质文化遗产进行产业开发是对其保护和传承的一种有效形式,它不但可以拉动地区经济的增长,还可以使优秀的民族文化在现代性的审视中重放异彩。在少数民族非物质文化遗产产业开发过程中,涉及多个利益相关主体,如开发企业、遗产传承人、政府、专家学者、游客等。由于没有一个科学合理的利益分享机制,传承人在与开发企业和政府的博弈中往往处于弱势地位,无论是经济还是精神的利益诉求都难以满足,这对文化产业的发展和文化遗产的保护都是极为不利的。因此,探讨少数民族非物质文化遗产产业开发中利益分配的公平实现,具有重要意义。本文以云南丽江纳西族东巴纸这项非物质文化遗产为研究对象,试图提出少数民族非物质文化遗产利益分享机制的建构途径。全文从四个方面进行了论述。首先,从历史演变、制作工艺和重要价值三个方面对纳西族东巴纸作了详细的介绍；其次,通过实地调查,理清了丽江纳西族东巴纸传承保护和产业开发的现状并提出发展中存在认定问题、知识产权问题和利益问题；再次,对东巴纸的利益相关主体、利益分配存在的问题、利益失衡的原因三方面进行细致的分析；最后,根据分析和思考,提出解决问题的意见和建议,即从利益表达机制、利益分配机制、利益补偿机制和利益保障机制四个方面来构建纳西族东巴纸产业开发的利益分享机制,并在每一个机制内制订详细的对策,保证机制实施的针对性、具体性和有效性。
[Abstract]:The intangible cultural heritage of ethnic minorities is an important part of the intangible cultural heritage. It is a precious cultural memory and cultural symbol of a nation different from other nationalities.With the development of economic globalization, the intangible cultural heritage of ethnic minorities is facing a great impact of modern civilization, which is in the process of rapid transformation and disappearance.The development of practice shows that the industrial development of the intangible cultural heritage of ethnic minorities is an effective form of protecting and inheriting it, and it can not only stimulate the growth of regional economy,The excellent national culture can be replayed in the examination of modernity.In the process of the development of minority intangible cultural heritage industry, it involves many stakeholders, such as development enterprises, heritage inheritors, government, experts and scholars, tourists and so on.Without a scientific and reasonable benefit-sharing mechanism, the inheritors are often in a weak position in the game with the development enterprises and the government, both economic and spiritual interests are difficult to meet.This is extremely disadvantageous to the development of cultural industry and the protection of cultural heritage.Therefore, it is of great significance to explore the fair realization of benefit distribution in the development of intangible cultural heritage industry.This paper takes Dongba paper of Naxi nationality in Lijiang, Yunnan Province as the research object, and tries to put forward the way to construct the benefit sharing mechanism of minority intangible cultural heritage.The full text has carried on the elaboration from four aspects.First of all, from the historical evolution, production technology and important value of the Naxi Dongba paper made a detailed introduction; secondly, through field investigation,The paper clarifies the present situation of Dongba paper inheritance, protection and industrial development of Naxi nationality in Lijiang, and puts forward the existing problems in the development of Dongba paper, such as identifying problems, intellectual property rights issues and interest issues. Thirdly, the problems of the main body of interest and the distribution of interests of Dongba paper are discussed.Finally, according to the analysis and thinking, put forward the opinions and suggestions to solve the problem, that is, from the mechanism of interest expression, the mechanism of distribution of interests,Interest compensation mechanism and interest safeguard mechanism are four aspects to construct the benefit sharing mechanism of Naxi Dongba paper industry development, and make detailed countermeasures in each mechanism to ensure the pertinence, specificity and effectiveness of the implementation of the mechanism.
