陕西省军民科技资源开放共享的实现路径研究

【摘要】：[目的/意义]军民科技资源开放共享有利于加快要素资源整合、促进科技资源统筹和科技创新,是推动军民科技资源深度融合的关键。[方法/过程]在对陕西省军民科技资源开放共享的政策环境、科技资源共享情况等现状分析的基础上,认为陕西省军民科技资源开放共享中仍存在一定问题,其共享潜力有待进一步释放。选择部分具有代表性的军民科技资源开放共享途径进行阐释,探索陕西省在实现军民科技资源开放共享过程中的有益经验。[结果/结论]从依托政产学研建立战略联盟、创新军工科技资源管理体制、加强军民双向合理流动协调机制、建设共享信息平台、完善知识产权制度和激励机制五个方面系统构建了有助于陕西省促进军民科技资源开放共享的策略机制。
[Abstract]:Objective / significance: the opening and sharing of military-civilian scientific and technological resources is conducive to speeding up the integration of essential resources, promoting the coordination of scientific and technological resources and scientific and technological innovation, and is the key to promote the deep integration of military-civilian scientific and technological resources. [method / process] based on the analysis of the policy environment and the situation of scientific and technological resources sharing in Shaanxi Province, it is concluded that there are still some problems in the opening and sharing of military and civilian scientific and technological resources in Shaanxi Province. Its shared potential needs to be further released. In order to explore the beneficial experience in the process of realizing the opening and sharing of military and civilian scientific and technological resources in Shaanxi Province, some representative ways of open sharing of military and civilian scientific and technological resources are selected to explain. [results / conclusion] from establishing strategic alliance based on politics, industry, university and research, innovating the management system of science and technology resources of military industry, strengthening the coordination mechanism of two-way rational flow between the military and the people, and constructing the information sharing platform, Perfecting the intellectual property system and incentive mechanism systematically constructs the strategic mechanism which is helpful to promote the opening and sharing of military and civilian scientific and technological resources in Shaanxi Province.
