基于区域创新网络的高端人力资源整合效应研究

【摘要】:随着国际竞争形势的日益严峻和国内人工成本的逐渐增加,依靠廉价加工费获取竞争优势的中小型加工制造类企业已经出现成片倒闭的现象。提升产品科技含量,由加工制造环节向产业链两端的高附加值环节延伸,从而实现产业的优化升级是解决这一现象的关键途径。区域网络中企业和其他组织的合作创新可以推动区域整体创新水平的提升,增强区域的竞争优势,最终实现区域内企业的共赢。知识经济时代,人才是企业竞争的焦点,尤其是掌握大量隐性知识和技术的高端人才。也就是说,企业生存取决于创新,创新依赖于高端人才,因此,本文分析高端人力资源和区域创新网络的整合效应,研究两者之间的作用机理,为现阶段企业的转型升级提供努力的方向和途径。国内外学者对区域创新网络的研究大多关注的是区域创新网络本身的特征、作用和形成机理等问题,有些学者从政府、中介组织和人力资源的角度分析了它们和区域创新网络的关系,但是很少有学者从高端人才的角度分析其与区域创新网络的作用机理。知识经济时代,高端人才才是企业成功的关键,因此本文选择以高端人才为切入点,从区域创新网络对高端人力资源的诱因和高端人力资源的整合效应两个方面进行分析。通过阅读区域创新网络和人力资源两方面的文献,从现有的资料中析出影响人才流动的因素及影响高端人才整合的平台,通过单案例分析,对天津市HWX的高层管理者和高端人才进行实地访谈,验证所选因素的真实性。访谈结果部分支持了所选因素:影响高端人才流入的主要因素包括薪资福利、企业发展前景和岗位的发展空间,文化因素、企业价值观和制度环境对人才流入影响不大,是影响人才流出的主要因素。科技型人才主要借助于人才流动与人才交流进行整合,由于现阶段知识产权政策的不健全,很多企业不会选择与同行业进行合作研发,企业中高端人才独立创业的情况也较少发生。
[Abstract]:With the increasingly austere international competition situation and the gradual increase of domestic labor costs, small and medium-sized processing and manufacturing enterprises which rely on cheap processing fees to gain competitive advantage have already appeared the phenomenon of bankruptcy. The key way to solve this problem is to promote the scientific and technological content of products and extend from the processing and manufacturing links to the high value-added links at both ends of the industrial chain so as to realize the optimization and upgrading of the industry. The cooperative innovation between enterprises and other organizations in the regional network can promote the improvement of the regional overall innovation level, enhance the regional competitive advantage, and finally realize the win-win situation of the enterprises in the region. In the era of knowledge economy, talents are the focus of enterprise competition, especially high-end talents who master a large number of tacit knowledge and technology. That is to say, the survival of enterprises depends on innovation and innovation depends on high-end talents. Therefore, this paper analyzes the integration effect of high-end human resources and regional innovation networks, and studies the mechanism of the interaction between the two. For the transformation and upgrading of enterprises at this stage to provide the direction and approach. Domestic and foreign scholars mostly pay attention to the characteristics, function and formation mechanism of the regional innovation network. The relationship between intermediary organizations and regional innovation networks is analyzed from the point of view of intermediary organizations and human resources, but few scholars analyze the mechanism between them and regional innovation networks from the perspective of high-end talents. In the era of knowledge economy, high-end talents are the key to the success of enterprises, so this paper chooses high-end talents as the breakthrough point, analyzes the inducement of regional innovation network to high-end human resources and the integration effect of high-end human resources. Through reading the literature of regional innovation network and human resources, the factors that affect the flow of talents and the platform of influencing the integration of high-end talents are separated from the existing materials, and the single case study is carried out. Field interviews with senior managers and high-end talents of Tianjin HWX were conducted to verify the authenticity of the selected factors. The interview results partly support the selected factors: the main factors affecting the inflow of high-end talents include salary and welfare, the development prospects and job development space of enterprises, cultural factors, corporate values and institutional environment, which have little impact on the inflow of talents. It is the main factor that affects the outflow of talents. Science and technology talents are mainly integrated by the flow of talents and the exchange of talents. Because of the imperfect intellectual property policy at this stage, many enterprises will not choose to cooperate with the same industry in R & D. Enterprises in the high-end talent independent entrepreneurial situation also happens less.
