知识产权保护、市场化对产业集聚的影响研究

【摘要】：随着经济持续快速发展,我国的产业集聚程度不断提高,在东南沿海地区以及内陆经济较发达地区,集聚现象尤为明显。影响我国产业集聚的因素有很多,知识产权保护因其对技术创新的激励而成为其中之一。同时,由于我国经济发展的特殊性,市场化也对产业集聚造成了不可忽略的影响。但是,加强知识产权保护和推进市场化是否有利于提升我国的产业集聚程度,至今未有定论。学术界对知识产权保护和市场化的研究很多,但这些研究普遍关注的是两者对经济增长的促进作用,忽略了对经济活动区位选择的影响。而将知识产权保护、市场化与产业集聚纳入到统一分析框架内进行系统阐述的研究,目前较少。本文在空间经济学的框架内构建了一个统一的理论模型,系统阐述了知识产权保护和市场化对产业集聚的影响机制。理论分析表明：第一,加强知识产权保护能够增加区域内企业研发收益,从而促进创新集聚,企业在知识外部性的影响下形成空间集聚,完全的知识产权保护时出现最高的产业集聚水平；第二,提高市场化水平,有利于增强企业的市场接入性,提升区域内企业经营效益,企业为追求利益最大化而产生集聚,完全的市场化时出现最高的产业集聚水平；第三,随着知识产权保护强度和市场化水平的提高,社会福利变化趋势呈现不确定性,地区间社会福利水平差距加大,就整个经济体而言,完全的知识产权保护和市场化并不一定是社会福利水平最优的。基于理论研究的结果,本文选取1997-2009年中国30个省市自治区的统计数据对理论模型进行回归分析。回归结果表明,我国知识产权保护和市场化促进产业集聚程度的提高,与理论模型的分析结果一致。
[Abstract]:With the continuous and rapid economic development, the degree of industrial agglomeration in our country has been improved continuously. In the southeast coastal areas and in the more developed areas of inland economy, the agglomeration phenomenon is particularly obvious. There are many factors affecting the industrial agglomeration in our country. The protection of intellectual property rights has become one of them because of its incentive to technological innovation. At the same time, the economic development of our country is due to the development of the economy. Particularity, the marketization also has an unnegligible effect on industrial agglomeration. However, it is not conclusive to strengthen the protection of intellectual property rights and the promotion of the marketization of China's industrial agglomeration. There are many studies on intellectual property protection and marketization in the academic circle. However, these studies pay much attention to both economic growth and economic growth. The effect of promoting the location selection of economic activities is ignored, and the research on intellectual property protection, marketization and industrial agglomeration into the framework of the unified analysis is less.
In this paper, a unified theoretical model is constructed in the framework of space economics, and the influence mechanism of intellectual property protection and marketization on industrial agglomeration is systematically expounded. First, strengthening the protection of intellectual property rights can increase the R & D income of enterprises in the region, thus promote the agglomeration of innovation, and the influence of the enterprise on the knowledge externality. Under the formation of space agglomeration, the highest level of industrial agglomeration appears in the protection of intellectual property rights. Second, to improve the market level, it is beneficial to enhance the market access of enterprises and enhance the efficiency of enterprise management in the region. The enterprise has the highest level of agglomeration in pursuit of the maximization of interests; the highest level of industrial agglomeration occurs when the market is completely marketed; Three, with the improvement of the intensity of intellectual property protection and the improvement of the market level, the trend of social welfare changes is uncertain and the social welfare gap between regions is widening. As far as the whole economy is concerned, the protection and marketization of intellectual property rights are not necessarily the best of the social welfare level. Based on the results of theoretical research, this paper selects 1997-20 In the past 09 years, the statistical data of 30 provinces and autonomous regions in China were regressed to the theoretical model. The regression results showed that the protection and marketization of intellectual property in China promoted the degree of industrial agglomeration, which was consistent with the analysis results of the theoretical model.
