基于技术标准的高技术企业国际化路径选择研究

【摘要】：当今世界，技术标准已成为高科技产业最重要的游戏规则，谁主导了行业标准的制定，谁的技术专利参与到国际标准，谁就成为行业最大受益人，主导着行业国际竞争的制高点，占据着行业市场的主动权。通过技术标准战略和知识产权战略，发达国家攫取超额利润并掌握全球产业链，跨国公司也运用这种全球性战略手段来遏制竞争对手。与发达国家的跨国公司相比，我国企业在国际技术标准制定方面处存在明显弱势，，在核心技术、技术标准和自主品牌强度等方面尤为突出。作为制造大国，我们至今主要依靠国外技术标准，自主创新能力欠缺，严重制约产业的技术进步和国际竞争力。因此，基于技术标准视角研究高技术企业的国际化路径选择具有重要的现实意义。本文试图将技术标准化战略和企业国际化成长结合在一起，阐述技术标准化战略如何影响企业的国际化路径选择。首先，依据技术标准化的一般过程和企业技术标准话语权两个维度，构建了高技术企业国际化路径分析模型。其次，高技术企业基于技术标准的国际化发展路径会因为主导标准还是参与标准制定而有所区别，主要表现在国际化路径的选择机理和阶段性呈现不同的特征。最后，采用美国高通公司和中国华为公司作为案例研究样本，对理论推理进行验证。研究结果表明，标准主导者的国际化路径始于对核心技术的强大研发能力及对产业和市场的先占优势；而对于标准跟随者，则可以利用其后发优势和信息优势，进行专利布局，最终实现主导技术标准，促进自身的国际化发展。但无论选择哪一类路径，企业的技术标准化策略都起重要作用。上述研究成果对于通过实施技术标准战略进行国际竞争的企业具有重要的启示和指导意义。
[Abstract]:In today's world, technical standards have become the most important rules of the game for high-tech industries. Whoever leads the formulation of industry standards and whose technology patents participate in international standards will become the biggest beneficiaries of the industry. Dominates the international competition of the industry and occupies the initiative of the industry market. Through the strategy of technical standards and intellectual property, developed countries seize excess profits and master the global industrial chain, and multinational corporations also use this global strategic means to deter competitors. Compared with the multinational companies in developed countries, Chinese enterprises have obvious weakness in the international technology standard-setting, especially in the core technology, technical standards and independent brand strength. As a large manufacturing country, we mainly rely on foreign technical standards and lack of independent innovation ability, which seriously restricts the technological progress and international competitiveness of the industry. Therefore, it is of great practical significance to study the internationalization path choice of high-tech enterprises from the perspective of technical standards. This paper attempts to combine the strategy of technology standardization with the growth of enterprise internationalization, and expounds how the strategy of technology standardization affects the choice of internationalization path of enterprises. Firstly, according to the general process of technology standardization and the discourse right of enterprise technology standard, a model of internationalization path analysis of high-tech enterprises is constructed. Secondly, the international development path of high-tech enterprises based on technology standards will be different because of dominant standards or participation in the formulation of standards, mainly reflected in the choice mechanism and stages of different characteristics of the international path. Finally, using Qualcomm and Huawei as case study samples, the theoretical reasoning is verified. The research results show that the internationalization path of the standard leader begins with the strong R & D capability of the core technology and the predominance of industry and market, while for the standard follower, the latter and the information advantage can be used for the patent layout. The ultimate realization of leading technical standards to promote their own international development. However, no matter which kind of path is chosen, the strategy of technology standardization plays an important role. The above research results have important enlightenment and guiding significance for the enterprises that carry out international competition through the implementation of technical standard strategy.
