国家技术创新体系中企业主体地位研究

【摘要】：国家技术创新体系是在一个国家或区域把企业、高等院校、科研单位、政府部门、技术中介机构结合起来的网络系统，它的主要功能是创造、应用、扩散和传播新技术。在国家技术创新体系中，企业是主体、政府是主导、科研机构是知识源、科技中介机构是催化剂。首先，企业是国家技术创新体系中的决策主体、投入主体、风险承担主体以及利益主体。同时，不同类型的企业在国家技术创新体系中的运行机制是不一样的。其次，有很多因素会影响企业在国家技术创新体系中的主体地位，从内部来说，企业的主体创新意识、企业的创新资源积累、企业的产权结构、企业的组织制度以及企业组织间的互动关系都会影响企业在科技创新体系中的主体地位；从外部来说，制度不健全、政策法规落实不到位、政府角色错位、市场环境不规范、知识产权维护不力、融资困难、中介机构服务不周全等制度因素和环境因素都会影响企业的主体地位。为了促进我国技术创新体系的优化，强化技术创新体系中企业的主体地位，，首先要加强政策法规建设，政府要通过使用大量特定的企业创新政策法规，鼓励、刺激企业科技创新的动力；其次要健全社会服务体系，全方位提高企业的科技创新能力；第三要加大政府资金投入，增强企业面临风险的能力；第四要建立“官产学研”相结合的运行机制。
[Abstract]:The national technological innovation system is a network system which combines enterprises, universities, scientific research units, government departments and technology intermediary organizations in a country or region. Its main function is to create, apply, spread and disseminate new technologies. In the national technological innovation system, the enterprise is the main body, the government is the leading, the scientific research institution is the knowledge source, and the science and technology intermediary is the catalyst. Firstly, the enterprise is the main body of decision-making, input, risk bearing and interest in the national technological innovation system. At the same time, the operation mechanism of different types of enterprises in the national technological innovation system is different. Secondly, there are many factors that will affect the main position of the enterprise in the national technological innovation system. Internally, the main body innovation consciousness of the enterprise, the accumulation of the innovation resources of the enterprise, the property right structure of the enterprise, The organizational system of the enterprise and the interaction between the enterprise organizations will affect the main position of the enterprise in the science and technology innovation system; externally, the system is not perfect, the policies and regulations are not in place, the role of the government is misplaced, and the market environment is not standardized. Institutional and environmental factors, such as poor intellectual property maintenance, difficult financing and inadequate intermediary services, will affect the main position of enterprises. In order to promote the optimization of China's technological innovation system and strengthen the dominant position of enterprises in the technological innovation system, the government should first strengthen the construction of policies and regulations, and the government should encourage the use of a large number of specific enterprise innovation policies and regulations. Secondly, it is necessary to perfect the social service system and improve the scientific and technological innovation ability of the enterprises, the third is to increase the investment of government funds to enhance the ability of enterprises to face risks. Fourth, it is necessary to establish a combined operation mechanism of government, industry, education and research.
