我国中小高新技术企业知识产权融资影响因素分析

【摘要】：随着我国经济结构调整升级、上海自贸区成立以及中共十八届三中全会出台放开中小企业涉足领域政策，我国中小高新技术企业又将迎来发展的黄金期。中小高新技术企业具有高技术、高投资、高风险的特性，其发展的最大困境是资金短缺，很难获得融资。利用中小高新技术企业拥有的核心资源——知识产权进行融资可以有效破解这一难题。但目前制约我国知识产权融资的影响因素较多，对这些影响因素进行分析，确定其相对重要程度并进而提出解决之策，可以为中小高新技术企业创造良好的融资条件提供借鉴。本文在文献回顾及对中小高新技术企业负责人、从事金融研究的大学教授、律师事务所投资理财部主管、县级招商引资相关人员进行问卷调查、座谈访谈的基础上深入剖析了我国中小高新技术企业知识产权融资的现状及所存问题；通过“德尔菲法”确定了我国中小高新技术企业知识产权融资的影响因素；最后向南京市NJTECH科技园、南通市国家高新技术产业开发区和连云港徐圩新区的中小高新技术企业相关人员发放问卷调查表，并通过层次分析法对回收的调查数据进行统计分析，得出影响我国中小高新技术企业知识产权融资各因素的相对重要程度。其主要结论为：（1）宏观因素所占权重最高，其在推进中小高新技术企业知识产权融资的进程中发挥着重要的作用。（2）企业自身实力所占权重其次，企业的综合实力强弱是影响企业融资难易的重要因素。（3）金融体系因素所占权重再次。金融体系是集评估机构、信用机构等于一体的综合体系。完善金融体系有利于为中小高新技术企业利用知识产权进行融资提供最直接的帮助。根据实证研究所得结论，本文提出了以下对策：（1）政府应加大创新基金在中小高新技术企业中的投放力度以及政策上的支持力度，，立法部门应加强对知识产权融资的立法保护，共同为企业知识产权融资提供一个较好的外部环境。（2）中小高新技术企业要加强资信管理、强化信息披露、提高风险防范水平，加强知识产权管理以期能更易通过知识产权获得融资。（3）银行、中小金融机构、评估机构等要加强协调与合作，共同为中小高新技术企业知识产权融资保驾护航。
[Abstract]:With the adjustment and upgrading of China's economic structure, the establishment of the Shanghai Free Trade Zone and the introduction of the policy of opening up the field for small and medium-sized enterprises in the third Plenary session of the 18th CPC Central Committee, China's small and medium-sized high-tech enterprises will usher in a golden period of development. Medium and small high-tech enterprises have the characteristics of high technology, high investment and high risk. The biggest dilemma of their development is the shortage of funds, which makes it difficult to obtain financing. Making use of the core resource-intellectual property right of medium and small-sized high-tech enterprises can solve this problem effectively. However, there are many influencing factors that restrict the financing of intellectual property in our country at present. This paper analyzes these factors, determines their relative importance and puts forward some solutions, which can be used for reference for the small and medium-sized high-tech enterprises to create good financing conditions. This paper reviews the literature and makes a questionnaire survey on the leaders of small and medium-sized high-tech enterprises, the university professors engaged in financial research, the head of the investment and finance department of the law firms, and the related personnel of the county-level investment promotion. On the basis of the discussion and interview, the paper deeply analyzes the current situation and existing problems of intellectual property financing of small and medium-sized high-tech enterprises in China, and determines the influencing factors of intellectual property financing of small and medium-sized high-tech enterprises through Delphi method. Finally, questionnaires are sent to the relevant personnel of small and medium-sized high-tech enterprises in NJTECH Science Park, Nantong National High-tech Industry Development Zone and Xuwei New District of Lianyungang, and the collected data are statistically analyzed through the Analytic hierarchy process (AHP). The relative importance of various factors affecting intellectual property financing of medium and small high-tech enterprises in China is obtained. The main conclusions are as follows: (1) macroscopical factors account for the highest weight, which plays an important role in the process of promoting intellectual property financing of small and medium-sized high-tech enterprises. (2) the weight of enterprises' own strength is the second. The comprehensive strength of enterprises is an important factor affecting the difficulty of financing. (3) the weight of financial system factors is again. The financial system is a comprehensive system that integrates evaluation institutions and credit institutions. Improving the financial system is conducive to providing the most direct help for medium-and high-tech enterprises to use intellectual property for financing. According to the conclusions of the empirical study, this paper puts forward the following countermeasures: (1) the government should increase the investment and policy support of innovation funds in small and medium-sized high-tech enterprises, and the legislative departments should strengthen the legislative protection of intellectual property financing. Jointly provide a better external environment for intellectual property financing of enterprises. (2) small and medium-sized high-tech enterprises should strengthen credit management, strengthen information disclosure, improve the level of risk prevention, (3) Banks, small and medium-sized financial institutions and evaluation institutions should strengthen coordination and cooperation to protect the intellectual property financing of small and medium-sized high-tech enterprises.
