中国转基因主粮商业化问题的理论与应用研究

【摘要】:2009年8月17日,中国农业部为两种转基因水稻(“华恢1号”和“Bt汕优63”)及一种转植酸酶基因的玉米发放了生产应用安全证书,这意味着我国向转基因主粮的商业化大门又迈进了一大步,有的专家甚至提出要让转基因大米在3~5年内走上餐桌。这自然引起了关于转基因作物讨论的轩然大波。如今,转基因作物的影响已经渗透到了各个方面,无论是人体健康和环境安全层面,还是公众认知与参与层面,或者国家政策立法、自主知识产权层面,无不闪动着转基因作物的影子。本文主要从五个方面对转基因作物的相关问题进行了探讨:首先,对植物转基因技术及其在农业中的应用进行了介绍;其次,对国内外转基因主粮的背景和现状进行了阐述,由于目前国外还没有哪个国家对主粮进行转基因商业种植,因此本文就从国外转基因作物的发展状况着手,以此来了解其发展动向。同时还对转基因主粮的社会认知情况进行了调研,分析了公众对转基因主粮的了解程度及态度,提出了注重公众的知情权与参与权的建议。第三部分,本文从多个角度着重讨论了转基因作物尤其是转基因主粮存在的争议,通过对支持者和反对者论点的分析,为转基因主粮商业化问题的提出提供了思路。第四部分是对应第三部分的争议,详细分析了转基因主粮商业化存在的问题。第五部分则是在前几部分的基础上,对转基因主粮的研究、应用措施进行了探讨。本文的最终目的是让公众对转基因作物有更深入了解的同时,以求在促进转基因技术和如何避免其可能带来的风险之间寻求一个平衡。
[Abstract]:On August 17, 2009, the Ministry of Agriculture of China issued safety certificates for the production and application of two transgenic rice varieties ("Huahui 1" and "Bt Shanyou 63") and a transgenic maize with a phytase gene. This means that China has made another big step towards the commercialization of GM staple grains, and some experts have even suggested that GM rice should be put on the table within three to five years. This naturally caused a stir in the debate about genetically modified crops. Today, the impact of genetically modified crops has penetrated into every aspect, whether at the level of human health and environmental safety, public awareness and participation, or national policy and legislation, and independent intellectual property rights. All flashes the shadow of genetically modified crops. In this paper, the related problems of transgenic crops are discussed from five aspects: firstly, the plant transgenic technology and its application in agriculture are introduced; Secondly, the background and present situation of genetically modified staple grain at home and abroad are described. Because there is no foreign country to carry on genetically modified commercial planting to main grain, so this paper starts from the development situation of foreign genetically modified crops. In order to understand its development trend. At the same time, the social cognition of GM staple grain was investigated, the public's understanding degree and attitude to GM staple grain were analyzed, and the suggestion of paying attention to the public's right to know and to participate was put forward. In the third part, the thesis mainly discusses the controversy of genetically modified crops, especially the main grain of genetically modified crops from many angles. Through the analysis of proponents and opponents, this paper provides some ideas for the commercialization of genetically modified staple grains. The fourth part is the dispute corresponding to the third part, the problems existing in the commercialization of genetically modified staple grain are analyzed in detail. In the fifth part, on the basis of the previous parts, the research and application measures of genetically modified staple food were discussed. The ultimate goal of this paper is to give the public a better understanding of GM crops in order to find a balance between promoting GMO technology and how to avoid its potential risks.
