【摘要】：如何提升能源资源利用效率是促进经济、社会与生态环境协调发展所必须考虑的基本问题。本文以油气资源为例,运用DEA方法及脱钩模型评价我国能源利用效率及其与经济增长之间的关系,并据此提出提升我国能源效率的对策建议。研究表明,我国各省油气利用效率差别较大,空间分布不均衡,东部沿海省份油气资源利用效率明显高于中西部地区,且其时间演变特征并未呈现显著的好转迹象。进一步分析发现,我国大部分省区受制于粗放式的经济发展方式,资源浪费严重,油气资源利用效率与经济增长相对脱钩。因此,我国资源利用效率的提升需要系统性的解决方案。一方面需要针对资产管理、责任成本控制等关键环节进行规范提升,另一方面则需要推进一体化发展战略进一步提升国际市场竞争力。此外,尝试探索非传统能源资源的开发利用也是一项重要补充。
[Abstract]:How to improve the efficiency of energy resources utilization is the basic problem that must be considered to promote the coordinated development of economy, society and ecological environment. This paper takes oil and gas resources as an example. The DEA method and decoupling model are used to evaluate the relationship between energy use efficiency and economic growth in China, and the countermeasures and suggestions for improving energy efficiency in China are put forward. The oil and gas utilization efficiency of each province in China is quite different and the spatial distribution is not balanced. The utilization efficiency of oil and gas resources in the eastern coastal provinces is obviously higher than that in the central and western regions. Further analysis shows that most provinces and regions in China are constrained by extensive economic development mode, and the waste of resources is serious. The utilization efficiency of oil and gas resources is relatively decoupled from economic growth. Therefore, the improvement of resource utilization efficiency in China needs a systematic solution. On the one hand, it needs to be aimed at asset management. Responsibility cost control and other key links to regulate the promotion, on the other hand, need to promote integrated development strategy to further enhance the competitiveness of the international market. It is also an important supplement to try to explore the development and utilization of non-traditional energy resources.
