【摘要】：研究目的:合规管理成为近年来企业管理的热点,国资委也于2016年开始在中央企业开展合规管理试点工作,但中央企业合规管理的架构、模式的理论和实践水平距离国际大公司合规管理相比还有差距。本文对部分中央企业合规管理开展情况进行了研究和思考,对建筑施工央企做好合规管理工作进行分析和探索,期望对建筑施工央企合规管理实践提供有益思路。研究结论:研究表明:(1)合规管理是防范企业风险,预防执业腐败,保障企业安全的有效手段;(2)中央企业合规管理在借鉴国际经验的基础上,还应切合央企实际,处理好"三大"关系;(3)建筑施工央企合规管理应以规章制度综合管理为抓手,注重与现有管理体系有机融合,实现"大合规";(4)建筑施工央企合规管理应构建合规综合、专项和参与管理部门"三位一体"协同工作的模式;(5)本研究成果对建筑施工央企合规管理体系建设具有参考和借鉴价值。
[Abstract]:Objective: To study the compliance management has become the focus of enterprise management in recent years, the SASAC in 2016 began to carry out compliance management pilot work in the central enterprises, but the compliance management of central enterprise architecture, model theory and practice level from the international big company compliance management compared to the gap. This paper has conducted the research and thinking of part of the central enterprises to carry out compliance management, analysis and Exploration on the construction of the central enterprises to compliance management, expectations for the construction of central enterprises compliance management practice to provide useful ideas. Research conclusions: the research shows: (1) compliance management is enterprise risk prevention, prevention of corruption practice, effective means to protect the safety of enterprises; (2) compliance management based on the international experience of central enterprises, the central enterprises should also meet the actual processing, "three relations"; (3) the construction of the central enterprises should compliance with comprehensive tube regulations And as the starting point, pay attention to the existing management system of organic integration, to achieve "compliance"; (4) the construction of compliance management of central enterprises should construct comprehensive compliance, and participate in the management of special departments "three-in-one" collaborative work mode; (5) the results of this study have reference value for the construction of management system of construction the construction of the central enterprises to compliance.
