福建省建筑业碳减排策略研究

【摘要】:现阶段气候变化问题已成为能源政策与环境管理领域的研究热点之一。根据全球数据统计结果,目前全球建筑能源消耗高达41%,超过工业和交通,其温室气体的排放贡献率达30%~50%。建筑业作为一个高耗能的产业,自然的成为了减排的关键领域之一。研究表明,我国各省建筑业碳排放量逐年增加,且各省份对于建筑业碳排放政策制定和实施情况差异较大[1]。而目前福建省在建筑业减排方面的研究基础不足,缺乏相应的理论与数据依据。本文选择福建省为研究对象一方面是因为福建省在建筑发展速度、能源资源、建筑形式、施工方式等方面都具有较强的南方省份的典型性;另一方面是因为福建省作为创建建筑节能监管系统的试点省份,已于2016年底正式启动碳排放权交易市场,对于减排策略研究具有现实意义。本文通过重点分析福建省建筑业发展情况和政策环境,以环境规制理论和成本收益理论为基础,运用文献分析法、理论分析方法等研究方法,深入探讨福建省建筑业减排存在的障碍和问题,创新性地构建福建省建筑业实现减排发展的策略途径。这是福建省建筑行业碳排放状况研究的发展趋势,也是课题的创新之处。为政府在实现福建省建筑业碳排放量化、指导减排提出科学合理的减排策略做决策参考,对推进建筑领域的可持续发展具有现实意义和参考价值。本文共分为五个主要部分:第一部分,阐明了本研究的背景、目的和意义,评述了国内外研究现状,介绍了研究思路及研究方法与技术路线;第二部分,界定了建筑产品碳足迹评价方法、生命周期评价、碳排放交易权的内涵、阐述环境规制理论、成本收益分析理论等相关内容;第三部分,主要介绍了我国建筑业建筑产量高、能源消耗大、温室气体排放量大的发展现状,重点分析福建省建筑业发展状况、减排目标及减排优势;第四部分,深入分析福建省建筑业减排存在的问题及成因。第五部分,根据以上分析,从技术途径和市场途径两方面提出福建省建筑业减排的对策和建议。
[Abstract]:Climate change has become one of the research hotspots in the field of energy policy and environmental management. According to the results of global data, the global energy consumption of buildings is as high as 41%, more than industry and transportation. The contribution rate of greenhouse gas emissions reaches 30%. As a high-energy industry, the construction industry has naturally become one of the key areas of emission reduction. The carbon emissions from the construction industry in China are increasing year by year, and there are great differences in the formulation and implementation of the construction industry carbon emission policy among the provinces. [1. At present, the research foundation of Fujian Province in the construction industry emission reduction is insufficient, lack of corresponding theory and data basis. This paper chooses Fujian Province as the research object, on the one hand, because of the construction development speed of Fujian Province. Energy resources, building forms, construction methods and other aspects have a strong southern provinces typical; On the other hand, Fujian Province, as a pilot province of building energy-saving regulatory system, has officially launched the carbon emissions trading market in end of 2016. This paper focuses on the analysis of Fujian construction industry development and policy environment, based on environmental regulation theory and cost-benefit theory, the use of literature analysis. Theoretical analysis methods and other research methods, in-depth study of Fujian construction industry emission reduction obstacles and problems. It is the development trend of the research on the carbon emission of the construction industry in Fujian Province to creatively construct a strategic approach to achieve the emission reduction development of the construction industry in Fujian Province. It is also the innovation of the subject. It is the reference for the government to make scientific and reasonable emission reduction strategy in order to realize the carbon emission from Fujian construction industry and guide the emission reduction. This paper is divided into five main parts: the first part expounds the background, purpose and significance of this study, and reviews the current research situation at home and abroad. The research ideas, research methods and technical routes are introduced. The second part defines the evaluation method of carbon footprint of construction products, life cycle evaluation, carbon emissions trading right, and expounds the environmental regulation theory, cost-benefit analysis theory and other related content; The third part mainly introduces the development situation of the construction industry in our country, such as high construction output, large energy consumption, large greenhouse gas emissions, and analyzes the development situation, emission reduction targets and emission reduction advantages of Fujian construction industry. Part 4th, deeply analyzes the problems and causes of the emission reduction of construction industry in Fujian Province. Part 5th, according to the above analysis, puts forward the countermeasures and suggestions of the emission reduction of construction industry in Fujian Province from the two aspects of technical approach and market approach.
