济宁供电公司电网基建投资决策研究

【摘要】：电力企业固定资产投资中绝大部分是电网基建投资,电网基建投资的特点是资金量巨大、建设周期长并且具有不可逆性,一旦发生决策失误将会给企业或者电网带来很大的隐患,如果电网基建投资项目的经济性考虑不足,会导致企业投入产出比降低,减少企业的利润;如果项目的安全性考虑不足,会影响到电网的安全运行,甚至导致大规模停电事故的发生。如何针对电网基建项目制定一个合理的决策体系和决策方法是目前电力企业面临的巨大问题。根据电力企业所处的环境制定正确的投资决策,满足当前各方面的发展需要,是本文论述的重点。本文以济宁供电公司为例,介绍目前电网基建投资决策中遇到的主要问题,结合管理学中的决策理论,制定解决这些问题的决策方法,并通过实际案例对决策方法进行说明和印证,涉及的主要方法为多目标线性规划法、AHP层次分析法和模糊综合评价法,这些管理学中的投资决策理论与电网基建投资决策的结合,具有很强的创新指导意义。决策方法和主要流程分共三个阶段,一是根据当前形势选择投资策略,制定各评价维度权重;二是对储备库中项目从多方面进行量化评价;三是根据省公司投资约束条件和工程项目建设约束条件创建模型并进行求解。本文在国内外研究基础上,让管理学融入到电网投资决策中来,因地制宜、扬长避短,形成一套完整的电网基建投资决策分析体系,可以提高当前电力企业的投资决策水平,满足精准投资的需要。
[Abstract]:Most of the fixed assets investment in electric power enterprises is grid infrastructure investment. The characteristics of power network infrastructure investment are the huge amount of capital, the long construction period and the irreversibility. Once the decision error occurs, it will bring great hidden trouble to the enterprise or the power grid. If the economic consideration of the power network infrastructure investment project is insufficient, it will lead to the reduction of the input-output ratio of the enterprise and the reduction of the profit of the enterprise. If the security of the project is not considered enough, it will affect the safe operation of the power grid. How to make a reasonable decision-making system and decision method for power network infrastructure projects is a huge problem facing the power enterprises at present. An accurate investment decision. This paper takes Jining Power supply Company as an example, introduces the main problems encountered in the investment decision of power grid infrastructure construction, combined with the decision theory in management. The decision-making method to solve these problems is formulated, and the decision method is explained and verified by actual cases. The main methods involved are multi-objective linear programming method, AHP analytic hierarchy process method and fuzzy comprehensive evaluation method. The combination of the investment decision theory of these management and the investment decision of power network capital construction has very strong innovation guiding significance. The decision method and main process are divided into three stages. One is to choose the investment strategy according to the current situation. Making the weight of each evaluation dimension; Second, the quantitative evaluation of the items in the reserve bank from many aspects; Third, according to provincial investment constraints and project construction constraints to create a model and solve. Based on the domestic and foreign research, let management into the grid investment decision-making, according to local conditions. It can improve the investment level of power enterprises and meet the needs of accurate investment.
