特大型露天矿区空心化村庄特征及管理对策

【摘要】：中国矿业发展在带来经济发展的同时还引发了大量环境问题和社会问题,矿区村庄的"空心化"现象反映了日益突出的矿乡矛盾。文章通过构建"压力-状态-驱动-响应"模型研究山西省平朔露天矿区周边村庄空心化发展的演化特征及管理对策。通过实地调研厘清矿业发展过程中造成的矿地人困局,分析村庄空心化发展变化以剖析其动力机制,可知影响村庄空心化形成的因素为环境、经济、社会文化和制度管理四个方面。矿区村庄空心化的整治和管理涉及矿企发展成本、政府和农民,需要政府在征地管理、村镇-产业规划中充分发挥政府职能,协调矿企和农民两方面的利益;矿企加强科学生产和绿色生产,降低对生态环境带来的损失;农民在政府提供的平台和助力下引导观念转变,实现转型发展。
[Abstract]:China mining development also caused a lot of environmental and social problems in the economic development at the same time, mining villages "hollow" phenomenon reflects the increasingly prominent contradiction. This article constructs the mining town of "pressure - state - response - driven" evolution and management model of Shanxi province Pingshuo opencast mine area surrounding villages hollowing development. Through the investigation to clarify the cause of mining development in the process of mining human predicament, analysis of the changes of village development by analyzing the hollow driving mechanism, factors that affect the formation of village hollowing for environmental, economic, social and cultural aspects of the four management system. Regulation and management of mining villages hollowing involving mining enterprises the cost of development, government and farmers need the government in land management, give full play to the functions of the government and industry planning, coordination of two mining enterprises and the interests of farmers; to strengthen the scientific mining enterprises Production and green production reduce the loss to the ecological environment; farmers lead the concept of guidance under the platform and assistance provided by the government to realize the transformation and development.
