对“一带一路”国家能源投资的区位选择与模式分析

【摘要】：能源安全问题制约着我国经济的发展,影响着国内的安全稳定。我国能源国内供给缺口较大,很大一部分依赖于进口,能源对外依存度高,能源进口安全面临风险,在国际能源组织的话语权较少,定价权较低,能源价格的波动影响着国内的经济稳定。能源企业海外投资为我国能源安全提供了重要的保障。我国能源企业从1993年走出国门到海外进行投资到今天已经24年,经过多年的发展,我国能源企业海外投资的投资额不断上升,能源投资已经成为我国对外直接投资的重要组成部分。能源海外投资逐渐成熟,经验越来越丰富。虽然海外投资发展迅速,投资项目增多,但是失败率也很高,能源投资类项目是海外投资中失败率最高的领域。“一带一路”沿线有64个国家,能源资源丰富,投资潜力巨大。“一带一路”能源投资不仅是为我国能源安全提供保障,而且对于“一带一路”国家的发展提供动力。为保障我国企业在“一带一路”国家的能源投资,从企业角度来说,一方面要加强对“一带一路”国家投资环境分析,选择合适的区位;另外一方面,在投资的模式选择上,非股权投资模式能够减少东道国和国际能源企业的阻挠。从政府角度来说,要加强制度建设,为我国能源企业对“一带一路”投资提供政策支持。
[Abstract]:The problem of energy security restricts the development of our economy and affects the domestic security and stability. The domestic energy supply gap in China is large, a large part depends on imports, and the degree of energy dependence on foreign countries is high. Energy import security is at risk, in the international energy organization speaking power is less, the pricing power is low. The fluctuation of energy price affects the stability of domestic economy. The overseas investment of energy enterprises provides an important guarantee for the energy security of our country. Since 1993, the energy enterprises of our country have invested abroad. 24 years. After years of development, the overseas investment of Chinese energy enterprises has been rising, energy investment has become an important part of China's foreign direct investment, and overseas energy investment is gradually mature. Although overseas investment is growing rapidly and investment projects are increasing, there is also a high failure rate. Energy investment projects have the highest failure rate in overseas investment. There are 64 countries along "Belt and Road", which is rich in energy resources. The investment potential is huge. "Belt and Road" energy investment is not only to provide security for China's energy security. And to "Belt and Road" country's development provides the motive force. In order to safeguard our country enterprise in "Belt and Road" the country energy investment, from the enterprise angle. On the one hand, we should strengthen the analysis of "Belt and Road" national investment environment and choose the appropriate location; On the other hand, in the choice of investment mode, the non-equity investment model can reduce the obstruction of host country and international energy enterprises. Provide policy support for our country energy enterprise to "Belt and Road" investment.
