中水电十四局在斯里兰卡工程承包项目风险控制分析

【摘要】:近年来,随着国内大规模基础设施建设的增量减缓,越来越多的中国施工企业积极开拓海外建设市场。由于国际工程承包具有投资大、工期长、技术要求高以及不可预见的因素较多的特点,加之项目国与国内有着不同的政治、经济、法律以及人文社会环境等风险环境,虽然企业为了响应我国“走出去”的战略,积极开拓海外工程项目建设市场,但是一些施工企业由于对风险考虑不足及风险管理能力不足等原因,导致项目延期、亏损的现象时有发生,甚至影响到海外市场的开拓和企业形象。如果不能有效的进行防范,就会影响项目的顺利进行,甚至带来严重的损失。我国国际工程承包项目开拓市场主要集中在中东、非洲、南亚、东南亚等发展中国家,这些国家或地区的资源比较缺乏、施工环境复杂、项目国的政局不稳定,这些因素使我国企业在其国家开发工程承包市场中面临着难以预料的风险。所以,有效的控制工程承包项目的风险、把风险控制在最低限度,是工程承包项目建设顺利进行的保障和目标。本文分析了有关斯里兰卡工程承包项目的政治、经济、社会文化风险、自然风险等。了解到斯里兰卡国家政局不稳定、经济发展失衡;斯里兰卡人民具有虔诚的宗教信仰,工会组织比较活跃,劳动法对工人权益保护严格,要求企业不得随意开除工人。此外,斯里兰卡位于热带地区,全年温度都比较高,一年之中是没有四季之分的,只有雨季和旱季。这些因素都直接或间接的给工程项目带来一定的风险。中水电十四局在斯里兰卡投资的工程承包项目大多数具有工期长、金额大及成本高等特点。以上风险因素特点不得不引起海外企业重视,特别是中水电十四局。所以,对项目的风险控制分析是很有必要的。文章以中水电十四局在斯里兰卡的M坝项目为例,通过对项目的标前阶段、签约阶段、执行过程建立预警风险系统,分析出各个阶段的风险因素,并提出了相应的风险控制措施,以期能对国际工程承包项目的执行管理发挥一定的作用,为我国企业在进军海外工程承包市场方面提供些许建议。
[Abstract]:In recent years, with the increase of large-scale infrastructure in China slowed down, more and more Chinese construction enterprises actively open up overseas construction market. Because of the large investment in international engineering contracting, the construction period is long. The characteristics of high technical requirements and unpredictable factors, coupled with the project country and domestic different political, economic, legal and humanistic social environment and other risk environment. In order to respond to the "going out" strategy of our country, enterprises actively open up the overseas project construction market, but some construction enterprises have insufficient consideration of risk and insufficient risk management ability and other reasons. Cause the project to delay, the phenomenon of loss occurred from time to time, or even affect the overseas market and corporate image. If not effective prevention, it will affect the smooth progress of the project. China's international project development market is mainly concentrated in the Middle East, Africa, South Asia, Southeast Asia and other developing countries, these countries or regions lack of resources, construction environment is complex. The political situation of the project country is unstable, these factors make Chinese enterprises face unpredictable risks in the national development of project contracting market. Therefore, effectively control the risk of project contracting. Keeping the risk to the minimum is the guarantee and goal of the project construction. This paper analyzes the political, economic, social and cultural risks of the project in Sri Lanka. Natural risks. Understand the political instability of Sri Lanka, economic development imbalance; The people of Sri Lanka have a religious faith, trade unions are active, labour laws protect workers' rights and interests strictly, and enterprises are not allowed to dismiss workers at will. In addition, Sri Lanka is located in the tropics. The temperature is high all year round. There are no four seasons in a year. Only the rainy season and dry season. These factors directly or indirectly bring certain risks to the project. Most of the projects invested by Zhongshui 14 in Sri Lanka have a long construction period. Large amount of money and high cost. The characteristics of the above risk factors have to attract the attention of overseas enterprises, especially Zhongshui 14 Bureau. It is necessary to analyze the risk control of the project. This paper takes the M dam project of Zhongshui 14 Bureau in Sri Lanka as an example, establishes the early warning risk system through the pre-standard stage, the contract stage and the execution process of the project. The risk factors of each stage are analyzed and the corresponding risk control measures are put forward in order to play a certain role in the implementation and management of international project contract. For our enterprises to enter the overseas project contract market to provide some advice.
