【摘要】：食品安全是研究食品中本身存在的,在食品生产、加工、贮运、销售直到消费过程中产生的,或从环境中可能进入食品并威胁、人体健康的有害物质及其评价方法、预防与控制措施,以提高食品卫生质量,保证食用者安全的学科。随着国家经济发展的日益进步和人民对健康生活的追求增加,我国已经成为乳品行业生产和消费的大国,乳制品行业出现了前所未有的发展势头。然而,国际上很多乳品巨头也在不断瓜分我国市场,其主要的原因是我国08年“三鹿奶业”事件,10年“黄曲霉素”事件,一再发生的安全问题致使消费者出现普遍不信任国内奶商生产的奶制品。这也表明整个乳制品行业在针对食品安全预警方面管理并不到位。乳制品质量安全涉及乳品生产、加工、运输、消费等多个环节,关系到奶农、企业、零售商、消费者等多个主体,涉及的环节和行为主体较多,因而质量安全问题成因较复杂。但是乳制品预警环节的问题跟本是目前行业和企业中缺乏统一的,覆盖性强的可以及时响应食品质量安全问题的机制,无法做到在危机来临之前的及时处理。面对上述问题,减少乳制品供应链上的信息不对称已经刻不容缓。在此背景下,从乳品企业自身管理角度,如何通过完善有效的危机预警管理将风险降到最小,已成为国内外一些学者关注的课题。因此,对中国乳品企业危机预警管理进行研究是非常有必要有价值的。本文针对乳制品质量安全问题从两个角度着手考虑。从企业内部应用内部常规预警机制,针对乳制品流通的各个环节,设定乳制品预警指标,使用粒子滤波算法对预警指标进行跟踪,并在产生警情之前迅速反应采取行动。在企业外部,进行网络舆情预警机制,针对已经流通至市场中已经无法及时跟踪的产品,通过对网络相关舆情关键字进行挖掘,分析其语义倾向性,快速分辨舆情倾向等级,针对不同等级采取相关行动。力求全方位覆盖乳制品加工生产流通的各个环节的同时,树立正面负责的企业形象。
[Abstract]:Food safety is the study of harmful substances that exist in food itself, produced in the course of food production, processing, storage, marketing and consumption, or that may enter food and threaten human health from the environment and their evaluation methods, Prevention and control measures to improve the quality of food hygiene, to ensure the safety of food users. With the development of national economy and the increasing pursuit of healthy living, China has become a large country in dairy production and consumption. The dairy industry has seen unprecedented development momentum. However, many international dairy giants are also constantly dividing up the Chinese market, the main reason for which is the "Sanlu Milk Industry" incident in 2008 and the "aflatoxin" incident in 10 years. Repeated safety problems have led to widespread distrust among consumers of dairy products produced by domestic dairy producers. This also shows that the entire dairy industry is not in place to regulate food safety warnings. Dairy product quality and safety involve dairy production. Processing, transportation, consumption and other links are related to dairy farmers, enterprises, retailers, consumers and other main bodies, involving more links and actors. As a result, the causes of quality and safety problems are more complicated. However, the problems in the early warning link of dairy products are due to the lack of a unified and well-covered mechanism in the current industry and enterprises that can respond to food quality and safety problems in a timely manner. Facing the above problems, it is urgent to reduce the information asymmetry in the dairy supply chain. In this context, from the point of view of the dairy enterprises' own management, it is urgent to reduce the information asymmetry in the dairy supply chain. How to reduce the risk to a minimum by improving effective crisis early warning management has become a topic of concern to some scholars at home and abroad. It is very necessary and valuable to study the crisis early warning management of dairy enterprises in China. This paper focuses on the quality and safety of dairy products from two angles. Aiming at every link of dairy products circulation, setting the early warning index of dairy products, using particle filter algorithm to track the early warning index, and taking action quickly before producing alarm situation. Outside the enterprise, carry on the network public opinion early warning mechanism, In view of the products that have already been circulated to the market and can not be tracked in time, by mining the relevant keywords of public opinion on the network, the semantic tendency of the keywords is analyzed, and the rank of public opinion tendency is quickly identified. Aiming at different levels of relevant actions, we strive to cover all aspects of dairy processing, production and circulation, and establish a positive and responsible corporate image at the same time.
