陕北地区大型煤化工项目社会稳定风险评估研究

【摘要】：对陕北地区某大型煤化工项目的社会稳定风险进行了分析和研究。通过多种手段调查研究发现,该区域内的风险主要为项目的环境污染、水资源利用以及民众的可持续收入等。通过执行废弃物排放标准、采用闭式循环水系统和废水近零排放技术措施(建议采用自然蒸发与机械蒸发并用的形式),以及企业出于社会责任而吸收当地民众以增加民众的持续性收入等措施能够将主要风险化解。
[Abstract]:The social stability risk of a large coal chemical project in northern Shaanxi is analyzed and studied. Through investigation and study by various means, it is found that the main risk in this area is the environmental pollution of the project. The use of water resources and the sustainable income of the population, etc., through the implementation of waste discharge standards, Adoption of closed circulating water systems and near-zero waste water discharge technical measures (suggested to adopt the combination of natural evaporation and mechanical evaporation, and enterprises to absorb local people for social responsibility in order to increase their sustainable income, etc.). Shi is able to defuse the main risks.
