【摘要】：在国家提出“一带一路”战略背景下,国家电网公司等国有能源企业,积极地推进“走出去”战略,不断地增加国有能源企业在国际市场的交流、合作,提升我国在能源安全上的稳定性与在国际能源市场的话语权等。东南亚市场是在“一带一路”背景下国家电网重点发展的区域市场,一方面因为东南亚主要国家(如泰国、老挝、越南、柬埔寨)的电能需求较高,而国内的自主供电严重不足,这为国家电网提供了发展的契机;另一方面,这能够充分发挥能源电力的“铺路”作用,为“一带一路”其他领域的合作奠定基础、提供保障。在中国——东盟自贸区战略基础上国家电网就多次强调该市场的重要性,在“一带一路”战略启动后,国家电网在十三五规划中也明确提出重点发展东南亚市场等的国际化发展战略。在此背景下,本文采用文献法、案例法、回归分析法、对比分析法等研究方法,首先对本文的研究背景、研究思路、文献等进行整理。其次,对国企“走出去”战略及发展战略理论进行阐述,奠定本文研究理论基础。再次,对国家电网发展东南亚市场的现实情况加以分析,从国家电网发展战略本身、东南亚市场电能需求等多个角度,探讨其发展东南亚市场的必然性与重要性。第四,对国家电网发展东南亚市场的环境进行分析,明确未来发展东南亚市场的环境变化及可能趋势。最后,本文在现有环境分析基础上,设计改进国家电网东南亚市场发展战略的具体策略——以风险管控为基础的东南亚市场直接投资差异化战略,为国家电网发展东南亚市场提供合理化的建议,具有一定的理论和现实意义。
[Abstract]:Against the background of the "Belt and Road" strategy put forward by the state, state-owned energy enterprises, such as the State Grid Company, are actively promoting the "going out" strategy and continuously increasing exchanges and cooperation between state-owned energy enterprises in the international market. Enhancing China's stability in energy security and the right to speak in the international energy market. The Southeast Asian market is a regional market focused on the development of the State Grid in the context of "Belt and Road." on the one hand, it is because major Southeast Asian countries (such as Thailand, Laos, Vietnam, Cambodia) have high demand for electricity, while domestic independent power supply is seriously inadequate, which provides an opportunity for the development of the State Grid. On the other hand, it can fully play the role of "paving the way" of energy and electricity. On the basis of the China-ASEAN FTA strategy, the State Grid has repeatedly stressed the importance of the market. After the start of the "Belt and Road" strategy, In the 13th Five-Year Plan, State Grid also explicitly proposed an international development strategy focusing on the development of Southeast Asian markets. In this context, this paper adopts research methods such as literature method, case law, regression analysis method, comparative analysis method, and so on. First of all, the research background, research ideas, literature, etc. Secondly, the "go out" strategy and development strategy theory of state-owned enterprises are expounded to lay the theoretical foundation of this paper. This paper analyzes the reality of State Grid developing Southeast Asian market, discusses the inevitability and importance of developing Southeast Asian market from the point of view of the development strategy of State Grid itself and the power demand of Southeast Asian market. Fourth, This paper analyzes the environment of the State Grid to develop the Southeast Asian market, and clarifies the environmental changes and possible trends of the future development of the Southeast Asian market. Finally, based on the analysis of the existing environment, To design a specific strategy to improve the development strategy of the Southeast Asian market of State Grid-the differentiated strategy of direct investment in the Southeast Asian market based on risk management and control, in order to provide reasonable suggestions for the development of the Southeast Asian market by the State Grid. It has certain theoretical and practical significance.
