陕西建筑节能服务发展的制约因素及应对措施研究

【摘要】：当今社会,建筑物能耗持续上升,占我国社会总能源消耗的31%以上,发展建筑节能迫在眉睫[1],而建筑节能服务则是建筑节能得以实现的有效途径。建筑节能服务属于新兴行业,在我国仍处于初步的发展阶段,各区域发展存在不均衡性。目前,陕西建筑节能服务的发展水平相对落后,与北京、中部沿海地区差距较大,其整体发展现状亟待改善。基于此,本文选取陕西建筑节能服务发展的制约因素进行研究。本文首先通过对国内外建筑节能服务研究现状进行归纳总结,界定陕西建筑节能服务发展的制约因素及应对措施研究这一问题;阐述建筑节能服务特点、市场供求及外部性理论,奠定因素分类的理论基础。其次,分析我国与陕西建筑节能服务发展现状和存在的主要问题;在此基础上,结合已有的建筑节能服务发展的制约因素研究成果,识别出30个制约陕西建筑节能服务发展的因素。再次,通过初步问卷调查,确立27个制约因素;通过最终问卷调查和对调查结果的因子分析,遴选出政府管理、市场需求、企业执行、技术能力、培训能力5个制约陕西建筑节能服务发展的主要因素,其中政府管理是最重要因素,并通过对27个制约因素的重要性打分数据的统计分析验证了政府因素是制约陕西建筑节能服务发展的最重要因素,同时找出关键的制约因素。最后,根据5个主要因素及其包含的关键因素,结合陕西建筑节能服务发展现状、存在问题、促进发展的主要做法,提出了针对性的措施与建议。本文在识别陕西建筑节能服务发展的制约因素基础上,确定主要制约因素,为陕西建筑节能服务的发展及相关研究提供理论依据,其研究成果可应用于实际,有助于促进陕西建筑节能服务的发展和陕西建筑节能减排目标的实现。
[Abstract]:In today's society, building energy consumption continues to rise, accounting for more than 31% of the total energy consumption in our country. It is urgent to develop building energy conservation, and building energy saving service is an effective way to realize building energy efficiency. Building energy efficiency service belongs to a new industry. At present, the development level of building energy saving service in Shaanxi is relatively backward, and there is a big gap with Beijing and central coastal areas. Based on this, this paper selects the factors that restrict the development of building energy-saving services in Shaanxi Province. Firstly, this paper summarizes the current research situation of building energy-saving services at home and abroad. This paper defines the factors restricting the development of building energy saving service in Shaanxi Province and studies the countermeasures, expounds the characteristics of building energy saving service, the theory of market supply and demand and externality, and lays the theoretical foundation for the classification of factors. Based on the analysis of the present situation and main problems of building energy saving service in China and Shaanxi, the research results of the factors restricting the development of building energy efficiency service are analyzed. Identify 30 factors that restrict the development of building energy-saving services in Shaanxi. Thirdly, through the preliminary questionnaire survey, 27 constraints are established; through the final questionnaire survey and factor analysis of the results of the survey, the government management and market demand are selected. Among the five main factors that restrict the development of building energy-saving services in Shaanxi Province, such as enterprise execution, technical capability and training ability, government management is the most important factor. And through the statistical analysis on the importance of 27 factors, it is proved that the government factor is the most important factor to restrict the development of building energy saving service in Shaanxi, and the key factor is found out at the same time. According to the five main factors and their key factors, combined with the present situation of building energy-saving service development in Shaanxi, the existing problems and the main methods to promote development, On the basis of identifying the restricting factors of the development of building energy saving service in Shaanxi, this paper determines the main restricting factors, and provides the theoretical basis for the development and related research of building energy saving service in Shaanxi. The research results can be applied to practice and help to promote the development of building energy saving service in Shaanxi and the realization of energy saving and emission reduction target of buildings in Shaanxi province.
