产业集群视角下的安徽工业园区转型发展研究

【摘要】：随着改革开放的深入发展,工业园区在我国发展得如火如荼,吸收了大量的资金、技术和劳动力,"洼地效应"日益凸显,成为推动地区经济发展的一大引擎,近年来一直成为学术界研究的热点。一些经过规划发展得比较好的园区,产业集群现象明显,各地政府纷纷规划建立高新技术开发区、经济技术开发区等,产业集群给园区的发展带来无可比拟的集聚优势:园区产业关联度上升,产业链日益延伸,交易成本下降,创新能力不断发展。安徽省作为中部地区,虽然和东南沿海发达地区或者北京等大城市相比,工业园区的发展仍然存在差距和大量问题,但是与此同时也不断接受着沿海地区的产业转移和发达地区的经济辐射,安徽省工业园区的发展呈现出良好的态势,产业集群效益也日益发挥作用。本研究从产业集群视角对安徽省工业园区转型发展进行深入研究,首先就国内外有关产业集群与工业园区的文献进行全面梳理;其次探讨了工业园区内集群化发展状况,对产业集群和工业园区的区别和联系进行辨析,结合国内外知名工业园区,划分产业集群的类型,整理为三大类:高新技术产业集群、手工业和劳动密集型的传统制造业产业集群、资本密集型产业集群。利用SWOT分析法对安徽省工业园区集群化现状进行系统分析,依次阐述安徽省工业园区集群化发展所具有的优势、存在的劣势以及面临的机会与挑战等四方面情况;最后,选取2012-2014年安徽省155家工业园区的18项指标数据,通过实证研究对安徽省工业园区发展情况进行分析,利用主成分分析法得出安徽省155家工业园区的竞争力排名,分别对排名前20家和后20家的园区内产业集群情况进行了分析,利用聚类分析对155家工业园区竞争力得分进行聚类,划分为三类,按照发展水平高低,本研究将第一类称为"优质发展型开发区";第二类称为"良好发展型开发区";第三类称为"一般发展型开发区"。结合改进的CES函数模型对安徽省工业园区内产业集群效应进行分析,最终发现排名靠前的工业园区产业集群效应越显著,说明其综合竞争力在一定程度上取决于产业集群的发展程度。通过研究,本文得出了三点结论:第一,工业园区的竞争力在一定程度上取决于产业集群的发展程度;第二,安徽省产业集群主要集中于制造业行业,且多是劳动密集型的传统行业,技术含量与工业附加值都不高;第三,工业园区的发展需要有良好外部环境支撑,类型不同的工业园区发展要素也不同。在结论的基础上,为促进安徽工业园区转型发展提出了几点对策建议:第一,优化产业集群,促进工业园区升级发展;第二,完善支撑体系,促进工业园区协调发展;第三,整合要素资源,促进工业园区发展模式创新;第四,创新发展理念,促进工业园区专业化发展;第五,拓宽融资渠道,促进资本在工业园区聚集;第六,培育优秀文化,加固工业园区的地域植根性;第七,加强交流合作,促进内部主体间共享发展。
[Abstract]:With the deepening of reform and opening up, industrial parks have developed in full swing in China, absorbing a large amount of funds, technology and labor, "low-lying effect" is becoming increasingly prominent, becoming a major engine for the development of regional economy. In recent years, it has become a hot topic in academic research. Some parks and industrial clusters, which have been well planned and developed, have been developed in recent years. The phenomenon is obvious. Local governments have planned to establish high-tech development zones, economic and technological development zones and so on. Industrial clusters bring unparalleled advantages to the development of the park: the industrial links of the park are rising, the industrial chain is extending, the transaction cost is decreasing, and the innovation ability is constantly developing. As the central region, Anhui province and the southeast coast Compared with large cities such as developed areas or Beijing, the development of industrial parks still exists a gap and a large number of problems, but at the same time, the industrial transfer of the coastal areas and the economic radiation of the developed regions are constantly accepted. The development of industrial parks in Anhui presents a good trend and the benefit of industrial clusters is also playing an increasingly important role. In the perspective of industrial cluster, the transformation and development of industrial parks in Anhui province are thoroughly studied. First, the literature on industrial clusters and industrial parks at home and abroad is combed. Secondly, the status of cluster development in industrial parks is discussed, the differentiation and analysis of industrial clusters and industrial parks are analyzed, and the well-known industrial parks at home and abroad are combined. The types of industrial clusters are divided into three categories: high-tech industrial cluster, handicraft industry and labor intensive traditional manufacturing industry cluster and capital intensive industrial cluster. The present situation of Industrial Park cluster in Anhui province is systematically analyzed by using the method of SWOT analysis, and the advantages of cluster development of industrial parks in Anhui province are described in turn. The situation, the disadvantage of existence and the four aspects of the opportunities and challenges faced; finally, select the 18 index data of 155 industrial parks in Anhui province for 2012-2014 years, analyze the development of industrial parks in Anhui province by empirical research, and use the principal component analysis method to get the competitiveness ranking of 155 Industrial parks in Anhui Province, respectively, on the ranking of the ranking of the industrial parks in Anhui province. The industrial clusters in the first 20 and the last 20 parks are analyzed, and cluster analysis is used to cluster the competitiveness of 155 industrial parks into three categories. According to the level of development, the first category is called "high quality development development zone", and the second category is called "good development development zone", and the third is called "general development". Based on the improved CES function model, the effect of industrial cluster in Anhui Industrial Park is analyzed. Finally, it is found that the industrial cluster effect is more significant in the front of the industrial park. It shows that its comprehensive competitiveness depends to some extent on the development degree of industrial clusters. Through the study, this paper draws three conclusions: first, the industrial cluster is the first. The competitiveness of the Industrial Park depends to some extent on the development degree of industrial clusters. Second, Anhui industrial clusters are mainly concentrated in the manufacturing industry, and most of them are labor intensive traditional industries, and the technical content and industrial added value are not high. Third, the development of industrial parks needs a good external environment support and different types of industry. The development factors of the park are also different. On the basis of the conclusion, some suggestions are put forward to promote the transformation and development of Anhui Industrial Park: first, optimize the industrial cluster, promote the upgrading and development of industrial parks; second, improve the supporting system, promote the coordinated development of industrial parks; third, integrate factor resources, and promote the innovation of industrial park development mode; Four, innovating the concept of development to promote the professional development of industrial parks; fifth, widening the financing channels, promoting the accumulation of capital in industrial parks; sixth, cultivating excellent culture, strengthening the regional root of the industrial park; seventh, strengthening exchanges and cooperation to promote the shared development among the internal subjects.
