县级供电企业信息化管理项目综合评价及应用研究

【摘要】：县级供电企业作为我国电力生产供应链条中的重要组成部分,承担着电力输送与配电的重要使命。信息化管理作为县级供电企业安全生产与运营发展中的支撑性管理工作,随着信息化技术的不断发展与创新,信息化管理内容体系不断拓展,承担的责任与发展压力越来越大。因此,深化县级供电企业信息化管理项目评价有助于科学提升企业信息化管理水平。本文主要内容包括以下几个方面:(1)针对县级供电企业信息化管理项目评价进行国内外研究成果梳理与总结,为论文评价指标建立及模型优选提供支撑。(2)系统梳理与总结了企业信息化管理项目的内涵与特点、县级供电企业信息化管理的目标与内容体系,以及开展县级供电企业信息化管理评价的意义及主要方法。(3)结合县级供电企业信息化管理项目工作实际情况,科学构建了县级供电企业信息化管理评价指标体系,从信息化管理工作、信息系统应用、信息安全管理、信息运行管理四个方面进行了综合评价指标的筛选,并分析了指标的内涵与计量方法。(4)提出了基于组合权重TOPSIS模型的县级供电企业信息化管理评价模型,并选取了典型供电企业进行了实证计算分析,验证了指标体系及评价模型的科学性与适用性。(5)针对县级供电企业信息化管理发展提出了优化建议,从评价机制构建、信息安全管理优化、信息系统深化应用等方面进行了系统论述。本文为有效提高县级供电企业信息化管理工作水平提出了优化发展建议,能够在一定程度上为深化县级供电企业信息化管理能力提升及管理创新提供借鉴。
[Abstract]:As an important part of the power supply chain, the county-level power supply enterprises undertake the important mission of power transmission and distribution. Information management is the supporting management work in the development of safe production and operation of county-level power supply enterprises. With the continuous development and innovation of information technology, the content system of information management is constantly expanded, and the responsibility and development pressure is increasing. Therefore, deepening the evaluation of county-level power supply enterprise information management project is helpful to improve the level of enterprise information management. The main contents of this paper include the following aspects: 1) combing and summing up the domestic and foreign research results on the evaluation of information management projects of county-level power supply enterprises. This paper summarizes the connotation and characteristics of the enterprise information management project, the goal and content system of the county power supply enterprise information management, and provides the support for the establishment of the evaluation index and the model selection. And the significance and main method of information management evaluation of county-level power supply enterprises. Based on the actual situation of information management project of county-level power supply enterprises, a scientific evaluation index system of information management for county-level power supply enterprises is constructed. The comprehensive evaluation indexes are screened from four aspects: information management, information system application, information security management and information operation management. The connotation and measurement method of the index are analyzed. (4) the information management evaluation model of county-level power supply enterprises based on combined weight TOPSIS model is put forward, and the typical power supply enterprises are selected for empirical calculation and analysis. It verifies the scientific nature and applicability of the index system and the evaluation model. It puts forward some optimized suggestions for the development of information management in county-level power supply enterprises, including the construction of evaluation mechanism and the optimization of information security management. Further application of information system is discussed systematically. In order to effectively improve the level of information management of county-level power supply enterprises, this paper puts forward some suggestions for optimization and development, which can provide some references for deepening the informatization management ability and management innovation of county-level power supply enterprises to a certain extent.
