废旧家电拆解补贴模型与策略优化研究

【摘要】：不同补贴策略会对废旧家电规范回收效果产生不同影响。在充分考虑政府补贴、规范回收率、拆解企业、废旧家电生成量之间错综复杂关系的基础上,构建废旧家电拆解补贴系统动力学模型。结果表明,废旧家电生成量、废旧家电再用率及再用年限、新家电增长率、单位基金收入、单位补贴额、可承受的补贴净支出、政府提高规范回收率的意愿影响净补贴支出,单位补贴额增长系数、非规范回收抑制效果、居民环境素质等则对规范回收率产生影响,净补贴支出与规范回收率之间也存在相互作用。调控这些因素,不仅会导致废旧家电净补贴支出和规范回收率发生变化,也会对经济发展产生重要影响。通过进一步仿真分析,提出了经济发展优先、规范回收率优先和净补贴支出控制优先的3种废旧家电拆解补贴调控策略。
[Abstract]:Different subsidy strategies have different effects on the recycling efficiency of waste household appliances. On the basis of fully considering the complex relationship between government subsidies, standard recovery, dismantling enterprises and the generation of waste household appliances, the dynamic model of dismantled household electrical appliances dismantling subsidy system is constructed. Reuse years, the growth rate of new household appliances, unit fund income, unit subsidy amount, net subsidy for subsidies, the government's willingness to improve the standard recovery rate affects net subsidy expenditure, the growth coefficient of unit subsidy, non standard recovery inhibition effect, and the environmental quality of residents have an impact on the standard recovery rate, net subsidy expenditure and standard recovery rate. The regulation of these factors will not only lead to the change in the net subsidy expenditure and the standard recovery rate of the waste household appliances, but also have an important influence on the economic development. Through the further simulation analysis, the 3 kinds of dismantling subsidies for the waste household appliances, which are the priority of economic development, the priority of the reclaim rate and the priority of the net patch expenditure control, are put forward. Control strategy.
