C市供电局中层管理者综合考核机制问题研究

【摘要】:现如今,大多数国内的电力企业处于制度创新改革的关键时期。站在人力资源的角度思考,要做好体制改革的攻坚工作,最重要的就是要在各级组织中选好充当领头羊作用的中层管理者。同时,建立科学化、健全的电力企业中层管理者的综合考核体系,也有利于提升中层管理者的工作能力,使他们的主动性进一步提升,有利于使电力企业的各项决策和部署的能够顺利实施,并帮助推动企业的科学发展。本论文立足于研究电力企业对中层管理者的综合考核工作中存在的虚假、失实问题,通过广泛检索、查阅国内外有关文献,深入研究国内外现行的有关绩效制度,并在现有成果的基础上,对综合考核机制理论的来源与发展历程进行阐述,在此基础上提出中层管理者的综合考核问题及解决对策。运用实证研究的方法,以C市供电局为例,分析了C市供电局的基本情况、中层管理者配备情况和考核评价工作的现状。基于此,开展针对C市供电局综合考核工作的调研。本论文还参考和借鉴了国内外绩效考核的理论研究成果和相关理论的实际应用实践经验,对中层管理者的考核制度进行了理论发展和应用上的探索。论文以C市供电局中层管理者综合考核现状为例,针对存在的问题,通过调研走访,借鉴其他供电企业及其他国有事业单位科学先进的中层管理者考核评价制度,结合C市供电局在日常运营的实际情况,将考核内容体系独立化,建立起“C市供电局以‘民主、公开、竞争、择优’为原则的中层管理者考核体系”。为提高论文相关研究工作及内容的实效性,在C市供电局2016年度中层管理者的综合考核工作过程中,与该供电局人资部门共同研究谈论相关问题,并在C市供电局就建立中层管理者综合考核机制进行了试点工作。
[Abstract]:Nowadays, most domestic electric power enterprises are in the key period of system innovation and reform. From the point of view of human resources, the most important thing to do well is to select the middle managers who play the leading role in all levels of organizations. At the same time, the establishment of a scientific and sound comprehensive assessment system for middle managers in electric power enterprises is also conducive to enhancing the working ability of middle managers and further enhancing their initiative. It is advantageous to make all kinds of decision and deployment of electric power enterprise carry out smoothly, and help to promote the scientific development of enterprise. This paper is based on the study of the false and false problems in the comprehensive assessment of middle managers in electric power enterprises, through extensive retrieval, consulting the relevant literature at home and abroad, and deeply studying the current performance system at home and abroad. On the basis of the existing achievements, this paper expounds the origin and development course of the theory of comprehensive assessment mechanism, and then puts forward the problems of comprehensive assessment of middle managers and the countermeasures to solve them. Taking C City Power supply Bureau as an example, this paper analyzes the basic situation of C City Power supply Bureau, the situation of middle-level managers and the present situation of assessment and evaluation by using the method of empirical research. Based on this, to carry out comprehensive assessment of C City Power supply Bureau investigation. This paper also refers to the theoretical research results of performance appraisal at home and abroad and the practical application experience of relevant theories, and explores the theoretical development and application of the evaluation system of middle managers. This paper takes C City Power supply Bureau as an example, aiming at the existing problems, through investigation and visit, draw lessons from other power supply enterprises and other state-owned institutions scientific and advanced evaluation system of middle-level managers. According to the actual situation of the daily operation of the power supply bureau in C city, the assessment content system is independent, and the middle manager assessment system of the power supply bureau in C city based on the principle of 'democracy, openness, competition and meritocracy' is established. In order to improve the effectiveness of the related research work and content of the paper, in the process of comprehensive examination of the middle managers of C City Power supply Bureau in 2016, the relevant problems are discussed with the HR department of the Power supply Bureau. And in C City Power supply Bureau on the establishment of middle-level managers comprehensive assessment mechanism for pilot work.
