完善煤炭资源型地区生态文明建设机制体制探讨

【摘要】：煤炭资源型地区资源经济与生态环境之间矛盾与冲突显著,绿色发展任务艰巨,亟需树立新的绿色发展和转型发展理念,提高煤炭资源的利用率,高碳能源低碳发展,实现资源价值利用最大化和环境负面影响最小化,合理控制产能、减少污染排放与主动修复生态环境并举,特别要把生态补偿落到实处,通过机制体制创新,构建生态环保的系统化组织管理机构,明确分工职责,倡导专业化治理,创建生态补偿修复区,以多元化发展理念推进传统煤炭业的科学转型,全面推进煤炭资源型地区的绿色发展。
[Abstract]:The contradiction and conflict between resource economy and ecological environment are obvious in coal resource-based areas. The task of green development is arduous. It is urgent to set up a new concept of green development and transformation and development, to improve the utilization ratio of coal resources, and to develop high-carbon energy and low carbon. To maximize the value of resources and minimize the negative impact of the environment, to control production capacity reasonably, to reduce pollution emissions and to take the initiative to repair the ecological environment should be carried out simultaneously, especially ecological compensation should be put into practice, and the mechanism and system should be innovated. To construct a systematic organization and management organization for ecological environmental protection, to define the division of responsibilities, to advocate specialized governance, to establish ecological compensation and repair areas, and to promote the scientific transformation of traditional coal industry with the concept of diversified development. We will comprehensively promote green development in coal resource-based areas.
