基于新电改和BSC的火电企业绩效考核体系优化研究
[Abstract]:With the reform of electric power and the development of new energy power, the competition of electricity market is becoming more and more intense. The overall idea of "keeping in the middle and opening up both ends" is put forward in the scheme of "new electricity reform" in 2015. Opening up of power sale side; "direct power supply to large customers"; increasing attention to environmental protection; increasing proportion of renewable energy connected to power grid; cross-subsidizing electricity pricing mechanism and so on have become important guidance for thermal power generation enterprises. However, the traditional thermal power production pattern has not been changed in our country. The total thermal power ratio has been more than 70%, and the thermal power ratio has been about 80%. However, with the slowdown of power demand and the increasing proportion of new energy installed in China, there are obvious signs of excess of thermal power generation. Therefore, how to adapt thermal power enterprises to the requirements of the new power reform and the development trend of the electricity market, and strengthen the research on the performance appraisal system of thermal power enterprises based on the new power reform, especially based on the strategy of the thermal power enterprises and the internal management of the enterprises, The dynamic changes of power market environment and the sustainable development requirements have important research value and practical significance to improve the management of thermal power enterprises and enhance the core competitiveness of enterprises and realize the sustainable development of thermal power enterprises. This paper first summarizes the research background, domestic and foreign research trends, research content; secondly, systematically combs the relevant theories of performance appraisal, analyzes and selects the balanced Scorecard (BSC) as the basis of assessment; third, Based on the SWOT analysis of thermal power enterprises under the influence of new power reform, this paper puts forward the multi-angle requirements of new power reform on thermal power enterprises, and then finds out the guiding requirements and existing problems of the performance evaluation of current thermal power enterprises under the new electricity reform. Based on the balanced scorecard, the dynamic performance appraisal system of "environment, strategy, performance appraisal" of thermal power enterprise "enterprise, department and post" is designed, and the optimization model of performance appraisal is constructed, and the effect is evaluated. Taking DT thermal power plant as an example, the research is carried out. The research results of this paper have certain reference value and significance for thermal power enterprises to adapt to the requirements of the new electricity reform and the development trend of the electricity market and realize the sustainable development.
