输配电事前定价情况下投资监管的国际经验及启示

【摘要】：建立事前审核投资再定价的监管机制需要建立规范的投资审核制度,核心是制定科学的投资审核依据和方法,投资成本节约的激励机制、投资偏差调整机制。研究了中国电网投资监管政策存在的问题及英国、澳大利亚、美国等国家对投资审核的国际经验,针对中国目前改革情况提出在实践中不断完善投资监管政策,构建完整的投资监审体系、客观公正的监管政策、行之有效的监管方法的启示。
[Abstract]:To establish the supervision mechanism of pre-audit investment repricing requires the establishment of a standardized investment audit system. The core is to establish scientific investment audit basis and methods incentive mechanism for saving investment cost and adjustment mechanism of investment deviation. This paper studies the problems existing in China's power grid investment supervision policy and the international experience of investment audit in Britain, Australia and the United States, and puts forward to improve the investment supervision policy in practice in view of the current situation of China's reform. Construction of a complete investment supervision and audit system, objective and fair supervision policy, effective supervision method enlightenment.
