京津冀产业转移下园区能源效率驱动因素及策略研究

【摘要】:京津冀协同发展作为国家级发展战略,其中产业转移是京津冀协同发展的重要先行工作。然而,京津冀产业协同发展中存在扩散效应弱、产业重叠、环境污染严重、资源综合利用效率低等问题,经济发展与资源环境约束的矛盾已成为京津冀产业协同发展面临的主要矛盾。为全面推进京津冀产业协同发展,充分发挥三地比较优势,引导产业有序转移和承接,形成空间布局合理、产业链有机衔接、各类生产要素优化配置的发展格局,工业和信息化部会同北京市、天津市、河北省人民政府共同制定了《京津冀产业转移指南》。《指南》中指出产业园区(基地)是承接产业转移的主要载体。因此,现阶段提高园区能源效率,缩小三地间能效差异,促进产业转移承接,才是解决能源供求矛盾,有效改善环境,推进京津冀地区协同发展的根本途径。本文基于产业协同发展角度,研究以园区为载体的中观层面的能源效率驱动因素,从园区视角出发研究京津冀产业转移承接的能源效率的提升策略,对于推动京津冀产业转移升级,疏解北京非首都功能,优化京津冀产业结构,制定产业转移政策,推进京津冀协同发展,具有重要的现实意义。本文基于大量的文献探究及理论方法研究,结合京津冀现有产业转移状况,以特色工业园区的能源效率驱动为研究对象。在深入了解现有能源效率驱动因素研究中存在的不足和京津冀产业转移中能源效率提升内涵的基础上,首先,分析了影响园区能源效率的市场因素、政府因素、技术因素、园区资本、园区规模效应、园区经济效应六个驱动因素的影响方式和机制,并提出了假设、构建了能源效率驱动因素的概念模型;其次,设计调查问卷对园区能效驱动因素的影响程度进行数据的收集,应用结构方程模型、因子分析等计量方法对调查问卷收集的数据进行处理,得到能源效率驱动因素修正模型;最后,针对京津冀实际情况,结合园区能效驱动因素修正模型的结果,对京津冀特色工业园区提出能源效率发展策略,以期为京津冀相关能源政策的制定提供参考,进而加快京津冀产业转移升级,降低园区能源消耗,完成京津冀协同发展规划等目标。
[Abstract]:The coordinated development of Beijing, Tianjin and Hebei is a national development strategy, among which industrial transfer is the important work of the coordinated development of Beijing, Tianjin and Hebei. However, in the coordinated development of Beijing-Tianjin-Hebei industry, there are some problems, such as weak diffusion effect, overlapping industries, serious environmental pollution, low efficiency of comprehensive utilization of resources, etc. The contradiction between economic development and resource and environmental constraints has become the main contradiction that Beijing, Tianjin and Hebei industries are facing. In order to comprehensively promote the coordinated development of the Beijing-Tianjin-Hebei industry, give full play to the comparative advantages of the three places, guide the orderly transfer and undertaking of the industry, and form a development pattern of rational spatial distribution, organic linkage of the industrial chain, and optimization of the allocation of all kinds of factors of production, The Ministry of Industry and Informatization, together with the Beijing, Tianjin and Hebei governments, has worked out the Guide to Industrial transfer between Beijing, Tianjin and Hebei. It is pointed out in the Guide that industrial parks (bases) are the main carriers of industrial transfer. Therefore, improving the energy efficiency of the park, reducing the difference of energy efficiency among the three places, and promoting the industrial transfer are the fundamental ways to solve the contradiction of energy supply and demand, to improve the environment effectively and to promote the coordinated development of Beijing-Tianjin-Hebei region. In this paper, based on the perspective of industrial coordinated development, this paper studies the energy efficiency driving factors in the medium level of the park, and from the perspective of the park, studies the promotion strategy of energy efficiency in the industrial transfer between Beijing, Tianjin and Hebei. It is of great practical significance to promote the industrial transfer and upgrade of Beijing-Tianjin-Hebei, to solve the non-capital function of Beijing, to optimize the industrial structure of Beijing-Tianjin-Hebei, to formulate the policy of industrial transfer, and to promote the coordinated development of Beijing-Tianjin-Hebei. Based on a large number of literature and theoretical research, combined with the status of industrial transfer in Beijing-Tianjin-Hebei, this paper takes the energy efficiency drive of characteristic industrial park as the research object. On the basis of a deep understanding of the existing research on the driving factors of energy efficiency and the connotation of energy efficiency improvement in the industrial transfer of Beijing-Tianjin-Hebei, firstly, this paper analyzes the market factors, government factors and technical factors that affect the energy efficiency of the park. The influence mode and mechanism of six driving factors of park capital, park scale effect and park economy effect are put forward, and the concept model of energy efficiency driving factor is constructed. Secondly, the questionnaire is designed to collect the data of the driving factors of energy efficiency, and the data collected by the questionnaire are processed by using the structural equation model, factor analysis and other metrological methods. The modified model of energy efficiency driving factor is obtained. Finally, according to the actual situation of Beijing-Tianjin-Hebei, combined with the result of the energy efficiency driving factor correction model, the paper puts forward the energy efficiency development strategy for the Beijing-Tianjin-Hebei characteristic industrial park, in order to provide the reference for the formulation of the Beijing-Tianjin-Hebei related energy policy. Furthermore, the industrial transfer and upgrading of Beijing, Tianjin and Hebei are accelerated, the energy consumption of the park is reduced, and the coordinated development planning of Beijing, Tianjin and Hebei is completed.
