中国电力行业协同减排的效应评价与扩张机制分析

【摘要】:在全球性温室气体减排与区域性空气污染物"联防联控"的政策背景下,电力行业作为节能减排政策的重要目标行业首当其冲,协同控制已成为释放双重压力的有效选择。本文以电力行业CO_2对SO_2的协同减排为切入点,采用中国省际面板数据,运用实证手段量化CO_2减排对SO_2减排产生的协同效应,并考察协同减排活动产生扩张效应的主要路径。研究发现,电力行业CO_2减排活动对SO_2产生的协同减排在众多省份普遍存在;区域异质性使得并非所有地区都适合探索协同减排路径,逾六成地区可通过协同减排在更大程度上发掘电力行业SO_2的减排潜力(如天津、江苏、浙江等)或者缓解SO_2排放压力(如云南、青海、江西等),其余地区则需考虑更直接的SO_2防治措施;交互效应分析发现,电力行业固定资产投资与能源效率的增进是主要的协同减排扩张路径,而研发经费投入则对协同减排具有弱化作用,三者同时考虑则可使协同减排的总效应较未考虑交互作用时扩张逾三倍。本文研究结论可以为中国电力行业碳减排、区域污染防治政策目标的优化以及区域间协同减排的实践提供理论依据,进而为促进中国重污染行业低碳转型提供政策参考。
[Abstract]:Under the policy background of global greenhouse gas emission reduction and regional air pollutant "joint prevention and control", the electric power industry, as an important target industry of energy saving and emission reduction policy, bears the brunt, and cooperative control has become an effective choice to release double pressure. In this paper, based on the power industry CO_2 to SO_2 emission reduction as a breakthrough point, using China inter-provincial panel data, the use of empirical means to quantify the CO_2 emission reduction on SO_2 emission reduction synergistic effect. And investigate the main path of expansion effect produced by cooperative emission reduction activities. It is found that the coordinated emission reduction of CO_2 to SO_2 exists widely in many provinces in power industry. Regional heterogeneity makes it possible for not all regions to explore coordinated emission reduction paths, and more than 60% of the regions can explore the potential of SO_2 emission reduction in the power industry to a greater extent (such as Tianjin, Jiangsu, China). Zhejiang) or to alleviate the pressure of SO_2 emissions (such as Yunnan, Qinghai, Jiangxi, etc.), other areas need to consider more direct SO_2 control measures; The interactive effect analysis shows that the increase of fixed asset investment and energy efficiency is the main path of coordinated emission reduction expansion, and R & D investment has a weakening effect on cooperative emission reduction. Considering the three factors, the total effect of synergistic emission reduction is more than three times larger than that without interaction. The conclusions of this paper can provide a theoretical basis for carbon abatement, optimization of regional pollution control policy objectives and practice of interregional coordinated emission reduction in China's power industry, and then provide policy reference for promoting low-carbon transformation of heavy pollution industry in China.
