【摘要】：转变经济增长方式,实现以产业结构优化带动经济快速、健康发展是我国当前面临的最主要的宏观经济问题。这个过程中,财政和金融体制创新和改革对产业结构调整将起到至关重要的作用。金融制度创新的主要目的是为了建立与我国当前经济发展方式相适应的投融资方式和为实体经济发展提供资金保障的机制。产业投资基金的产生和发展正是顺应了这种趋势,是金融制度创新的重要表现。产业投资基金在国外已经经历了长时间的发展,对促进经济发展、优化产业结构提供了重要的帮助和支持。我国产业投资基金发展较晚,但是与传统投融资方式相比,其独特的特点已经引起理论界和实业界的广泛关注。产业投资基金不仅仅是投资方式的革新,在很大程度上是经济制度进步的必然表现,是适宜我国当前经济发展方式的重要变革。产业投资基金对促进经济发展的重要作用主要表现在三个方面：首先,这是立足产业结构调整和优化的投融资方式变革,直接影响基础产业、战略性产业的发展。特别是对战略性新产业而言,投融资制度的发展和进步程度直接影响其兴起和发展的规模与速度,是决定其成败的关键。其次,产业投资基金发展为我国资本运营效率和回报的提升提供了重要的平台。随着经济的发展和市场制度的完善,我国出现大量的资金运营主体,如私人储蓄资本、养老金、社保基金、商业银行与金融企业资本等等,大量资本需要以健康、安全的方式运作,以实现保值增值的目的。产业投资基金的产生为我国大量资本的运营提供了良好的平台,是维护金融秩序和金融安全的重要依托。最后,现阶段我国正处于经济发展的关键时期,一方面处于国内经济结构调整、社会制度完善等改革的攻坚阶段,宏观经济运行环境日益复杂；另一方面随着经济全球化,我国在国际事务中的地位和作用日益突出,如何进一步融入全球市场运行的体系中,进一步发挥应有的大国作用是现阶段我国面临的重大外部问题。这两方面问题是长期的、系统的,难以在短时间内解决,而且,必须依靠市场和政府两方面共同协调。单纯依靠政府行政手段或者市场的力量都难以有效解决。产业投资基金是将政府的战略指导思想和市场运行相结合的有效手段。正是由于产业投资基金对我国宏观经济发展的重要作用,我国必须大力推进。在产业投资基金发展的初期阶段,政府政策、特别是财政政策和财政资金是决定产业投资基金发展方向和良好运行的关键。在产业投资基金资金来源、风险规避、投向选择、退出机制等各个方面都离不开财政的扶持。本文在论述产业投资基金的内涵、本质和特点等基本概念的基础上,立足产业投资基金研究的前沿理论,探讨财政在我国产业投资基金发展和运作中的作用,以期为我国产业投资基金的顺利发展提供有益的政策建议。
[Abstract]:Change the mode of economic growth, in order to achieve the optimization of the industrial structure to promote economic rapid and healthy development is the most important macroeconomic issues facing our country. The main purpose is to establish the financial system innovation in our country the mode of economic development to adapt to the investment and financing mechanism and provide funding for the development of the real economy. The emergence and development of industrial investment fund is consistent with this trend, is an important form of financial system innovation. Investment fund industry has experienced a long time development in foreign countries, to promote economic development, provides an important help and support the optimization of the industrial structure. The late development of industrial investment fund in our country, but compared with traditional financing methods, its unique characteristics has caused the theory The industry and investment circles pay close attention to it. Industrial investment fund is not only an innovation of investment way, but also an inevitable manifestation of the progress of economic system to a large extent. The industrial investment fund in China To provide a good platform for a large number of capital operation, is an important basis to maintain financial order and financial security. Finally, at present our country is in the crucial period of economic development, on the one hand the adjustment of domestic economic structure, a crucial stage of reform of the social system, the macroeconomic environment is increasingly complex; on the other hand with economic globalization and China's role in international affairs in an increasingly prominent position, how to further integrate into the global market operation system, further play an important role due to the outside is a major problem in present China is facing. This paper discusses the connotation of industrial investment fund, the basic concept of the essence and characteristics on the frontier theory on the basis of the study on investment fund industry, to explore the role of Finance in China's industrial investment fund development and operation, to provide useful suggestions for the smooth development of China's industrial investment fund.
