农村中小金融机构监管问题研究

【摘要】：农村金融是农村经济的核心，，作为整个金融体系中的重要组成部分，在建设社会主义新农村的进程中起着巨大的推动作用。随着农村金融体制改革的深化，我国的农村金融制度有了非常明显的进步。但是由于农业产业本身的弱质性，在农村地区，困扰农村金融发展的农村金融供给不足、竞争不充分等等这些问题尚未从根本上得到解决。近几年来，农村中小金融机构蓬勃发展，特别是一些新型农村金融机构在农村地区广泛设立，这又对农村中小金融机构的监管提出了新要求。农村金融市场中的各种金融力量需要政府通过金融监管政策的制定和实施来进行调节。所以说对农村中小金融机构的监管成为当前研究的热点问题。本文介绍了与农村中小金融机构监管相关的理论，在此基础上，深入分析了我国农村中小金融机构监管的现状、监管过程中存在的问题，并对存在问题的原因进行了论述。另外，文章还介绍了国外发达国家对农村中小金融机构监管的机制，并结合我国的实际情况，对相关监管经验进行借鉴。最后，利用委托-代理模型对如何优化农村中小金融机构的监管进行了分析，并从监管主体的完善、农村中小金融机构自身的完善、构建和谐的监管环境这三个方面提出了相关的政策建议。
[Abstract]:Rural finance is the core of the rural economy . As an important part of the whole financial system , the rural financial system plays an important role in the process of building a new socialist countryside . With the deepening of the reform of the rural financial system , the rural financial institutions have not been solved . This paper introduces the theories related to the supervision of the small and medium - sized financial institutions in rural areas . On the basis of this , the present situation of the supervision of the small and medium - sized financial institutions in the rural areas and the problems existing in the supervision process are discussed . In addition , the article also introduces the mechanism of the supervision of the small and medium - sized financial institutions in the rural areas . In the end , the author makes an analysis on how to optimize the supervision of the small and medium - sized financial institutions in the countryside , and puts forward the relevant policy suggestions from the perfecting of the supervision subject , the perfection of the small and small financial institutions in the rural areas and the construction of the harmonious regulatory environment .
