【摘要】:1995年经国务院批准在城市信用社的基础上组建城市商业银行以来,在革开放的浪潮之中,城市商业银行经历了十八个春夏秋冬。城市商业银行在地方政府的扶持之下,不断的丰富自我,完善经营体制。得到了监管部门在政策上对城市商业银行的放松管制。目前的城市商业银行在区域化发展的道路上摸索着,前进着。从中国金融业的“定时炸弹”到跻身于金融体系中最有生命力的群体之一,在中国金融的发展中扮演着不可或缺的角色。在夯实“本土”实力的基础上,城商行也开始谋求在异地“开疆拓土”跨区域发展,实现业务发展的市场化和多元化,从而从整体上提升自己的竞争力。 2006年通常被业内称为中国城商行跨区域经营元年。这一年,银监会对城市商业银行采取了“全面提高、分类监管、发挥特色、科学发展”的监管思路,坚持“扶优限劣”原则,并明确指出“对于满足各项监管要求,且对达到现有股份制商业银行中等以上水平的城市商业银行,将逐步允许其跨区域经营”。据最新的调查数据显示,国内现有的140多家城商行中,有31家已经实现跨区域经营,其中有22家位于长三角、珠三角、环渤海三大经济圈,占跨区域经营城商行总数量的70.97%;实现跨省经营的城商行数量为19家,其中有15家位于三大经济圈,占跨省经营城商行总数量的78.95%。此外,在全国140家城商行中,共有13家总资产达到了1000亿元以上,这其中有11家位于三大经济圈内,占总数量的34.62%。面对如此快速的扩张,其面临的风险管理挑战,制定明确的市场定位,且在细分的市场中把控好各项风险,是城商行在寻求异地发展中不容回避的几大问题。 本文以我国城市商业银行为研究对象,以东北地区为重点,以哈尔滨银行作为案例,探讨了我国商业银行跨区域发展的战略对策。在介绍商业银行发展历程的基础上分析了当前商业银行区域化发展的几个典型的模式。并且从外部环境的压力和自身发展需要方面分析了商业银行区域化发展的必要性,并从政策层面和城市商业银行自身发展条件方面论证了其区域化发展的可行性。指出了商业银行外部环境和自身机制方面存的主要问题,指出当前政策限制区域化发展对城市商业银行带来的不利影响。最后重点针对东北地区,哈尔滨银行。分析商业银行区域化发展的战略选择。 本文认为,商业银行区域化的发展,不仅需要当地政府和监管部门的政策支持,更需要城市商业银行增强自身的实力,提高核心竞争力;把握好市场定位,寻求适合自己的区域化发展模式,,实现区域化发展的目标。另外,本文以哈尔滨银行的区域化发展模式为例进行分析研究,为城市商业银行,特别是欠发达地区的区域化发展提出建议。

In this paper, China's city commercial banks as the research object, the northeast region as the focus, with the Bank of Harbin as a case, discusses the strategic countermeasures of China's commercial banks cross regional development. Based on introducing the development course of commercial banks on the analysis of several current commercial bank regional development of the typical model. And from the external development the pressure of the environment and their own need to analyze the necessity of commercial banks in regional development, and from the policy level and the city commercial bank's development conditions demonstrated the feasibility of the regional development. It points out the main problems of the external environment of commercial banks and its mechanisms, and points out that the current policy of restricting regional development of adverse effects bring the city commercial banks. Finally, focusing on the northeast region, the Bank of Harbin. The analysis of the regional development strategy for commercial banks.
This paper argues that the development of regional commercial banks, not only the needs of local government and regulatory authorities need more policy support, the city commercial banks to enhance their strength, improve the core competitiveness; a good grasp of market positioning, seeking for regional development mode, to achieve regional development goals. In addition, this paper takes the regional development mode the Bank of Harbin for example analysis, for the city commercial banks, especially the proposed regional development in underdeveloped areas.
