【摘要】:随着我国的农村金融改革步伐不断加快,农村商业银行将迎来新的机遇与挑战。结合十三五发展规划背景,中国金融机构数量和种类还比较少,不能全面满足为经济发展提供金融服务的需求,所以要丰富金融机构体系。为应对全球金融危机的需要,要健全以商业性金融、开发性金融、政策性金融、合作性金融分工合理、相互补充的金融机构体系。此外,还要扩大民间资本进入银行业,发展普惠金融和多业态中小微金融组织,规范发展互联网金融。从国家管理层面将进行“金融监管体制改革”,以加强金融宏观审慎管理制度建设,构建货币政策与审慎管理相协调的金融管理体制;健全符合我国国情和国际标准的监管规则;切实保护金融消费者的合法权益等。现阶段随着普惠金融的推广、“影子银行”、“民营银行”、村镇银行以及农村金融体系全面建设,使得农商行面临愈加激烈的竞争。在以上国家发展政策指导下,农村商业银行制定准确可行的发展战略显得尤为重要。为此,本研究将以山东S农商银行为研究对象,探究在新形势下,如何制定行之有效的的发展战略规划。如何有针对性的制定适应山东S农村商业银行发展战略,实现S农村商业银行战略转型,稳步提升农村金融市场竞争力,使其保持强劲的发展动力,实现可持续发展,就有着极强的现实意义,同时对其它中小金融机构有着一定的参考价值。本文主要采用文献综述法与调查研究法,通过查阅山东S农村商业银行发展的相关资料,借鉴战略管理相关的理论结合当前的经济环境,分析山东S农村商业银行发展中存在的问题及成因,为未来全行战略意图的制定,提供理论依据与借鉴。利用战略管理理论及PEST、SWOT战略分析工具,对山东S农村商业银行的内、外部环境,自身存在的问题、优势、劣势及面临的机遇和挑战进行了逐一分析,理清了山东S农村商业银行的现实发展困境,明确了农村商业银行在同行业中的有利地位和竞争优势,并据此提出了具体的发展战略和实施策略。为实现山东S农村商业银行跨越式发展,将其建成科学、高效、具有自身特色的地方性现代金融企业的目标,提出意见及建议,为农村金融机构各级决策层提供参考和借鉴。综合全文得出的结论是:山东S农村商业银行发展面临的主要问题:1、宏观经济环境发生转变,金融市场准入放开,竞争日渐激烈;2、客户需求日趋多元化,农村信用社现有业务及产品无法满足客户需求;3、传统农业对信贷资金的需求不足,需向其他领域进军;4、现有经管和管理体制不完善,风险意识、依法合规意识、危机意识不足。根据总体战略、竞争战略及经营战略,结合S农村商业银行的现实状况,本文提出了以下战略实施的保障措施:1、风控体系完善策略;2、市场营销策略;3、产品创新策略;4、人力资源管理策略;5、打造先进的农商行文化。本文的创新之处在于:一、研究对象针对性强。论文结合山东S农村商业银行实际进行分析,数据案例真实可靠,针对该农村商业银行提出解决问题方案。二、研究背景新。本文是结合当前十三五刚出台的客观新环境,结合供给侧改革深入分析,针对农村金融领域发展战略规划研究,是当前农村金融全新的研究领域。三、研究内容新。对当前农村商业银行大部分刚改革成立,面临新阶段、新时期、新问题。本文选择新成立的S农村商业银行的发展战略做研究,为中小农村金融机构可持续发展提供借鉴。
[Abstract]:With the pace of China's rural financial reform is accelerating, the rural commercial bank will usher in new opportunities and challenges. With the development plan in 13th Five-Year, the number and types of Chinese financial institutions is still relatively small, can not fully meet the financial services for the needs of economic development, to enrich system financial institutions. To cope with the global financial crisis the need to improve on commercial finance, development finance, policy finance, cooperative finance, rational division of labor, complementary financial institutions. In addition, but also to expand the private capital into the banking sector, the development of Inclusive Finance and many types of small and micro financial organizations, regulate the development of Internet banking. From the national management level will be "the reform of financial supervision, to strengthen macro Prudential Financial management system construction, construction of coordinated monetary policy and prudent management of the financial management system; perfect it National and international standard rules; effectively protect the legitimate rights and interests of financial consumers. Therefore, this study will use the Shandong S rural commercial bank as the research object, research in the new situation, how to develop effective strategic development plan. How to make the S adapt to the Shandong rural commercial bank development strategy, implementation of S rural commercial bank strategic transformation, steady to enhance the competitiveness of rural financial market, to maintain strong development momentum, to achieve sustainable development, it has a strong practical significance, but also for the other small and medium-sized gold Financial institutions have a certain reference value. This paper mainly adopts literature review method and investigation method, through the development of relevant information to the Shandong S rural commercial bank, from strategy management theory related with the current economic environment, analysis of problems and causes of the development of Shandong S rural commercial bank in the future the strategic intent the formulation provides a theoretical basis and reference. The use of strategic management theory and PEST, SWOT strategic analysis tools, external environment of Shandong S rural commercial bank, and the advantages of their own problems, weaknesses, and opportunities and challenges were analyzed one by one, sort out the realistic development predicament of Shandong S Rural Commercial Bank. The rural commercial bank in the same industry in the favorable position and competitive advantage, and the specific development strategies and implementation strategies accordingly. For the realization of Shandong rural commercial bank across the S The type of development, to build scientific, efficient, with its own characteristics of modern financial enterprises, put forward opinions and suggestions, and provide reference for rural financial institutions at all levels of decision-making. According to the overall strategy, competitive strategy and business strategy, combined with the actual situation of S rural commercial bank, proposed safeguard measures of the implementation of the strategy: 1 wind control system after sice 2, slightly; marketing strategy; product innovation strategy; 3, 4, human resources management strategy; 5, build advanced agricultural firm culture. The innovation of this paper lies in: first, the research object is targeted.
