城市商业银行组织结构变革研究

【摘要】:银行业在一个国家的经济中占有重要地位,我国的银行业体系庞大,特别是商业银行不仅规模大而且呈现多样性。根据我国银行业监督管理委员会的划分方法,我国商业银行体系由大型国有商业银行、全国性股份制商业银行、城市商业银行和农村商业银行组成。 我国的大型商业银行的股权改革始于2003年,相应展开了组织结构的改革。目前,我国的大型商业银行都建立了了相对规范的组织结构,但也存在很多不足和问题,如前台、中台和后台仍未完全分离、分支行业务重合度较高、委托代理链条过长等,致使“以客户为中心,以市场为导向”的原则仍待体现,,管理效率仍待提高,组织结构仍待完善。这些问题同样困扰着大型商业银行的“学生”即城市商业银行,严重影响了城市商业银行的发展。而城商行作为我国银行体系逐渐发展壮大的“第三梯队”,对我国的金融结构的影响力日益增大,其公司治理水平也亟待提高。总体来看,在组织结构变革角度关于大型国有商业银行的研究比较丰富,针对城市商业银行组织结构的变革研究相对较少,难以与其重要地位达成平衡。 本文在组织结构相关理论的基础之上,分析了商业银行的组织结构和组织结构变革,分析了国外社区银行的组织结构模式,对典型城市商业银行即北京银行进行了深入探析。最后在城市商业银行组织结构变革现状基础之上针对城市商业银行的特点阐述了城市商业银行进行组织结构变革需要遵循的原则和改革重点的相关建议,提出了关于城市商业银行组织结构建设的几点展望,并提出了顺利进行变革的配套举措,期望对我国城市商业银行组织结构变革相关研究进行一定的补充,也对城市商业银行管理效率提高和整体竞争力增强具有借鉴作用,从而提高中资银行的整体竞争力。
[Abstract]:The banking industry plays an important role in the economy of a country. The banking system of our country is huge, especially the commercial banks are not only large in scale but also present diversity. According to the division method of the Banking Regulatory Commission of our country. China's commercial banking system consists of large state-owned commercial banks, national joint-stock commercial banks, urban commercial banks and rural commercial banks. The equity reform of large commercial banks in our country began in 2003, and the corresponding reform of the organizational structure has been carried out. At present, the large commercial banks of our country have established a relatively standard organizational structure. However, there are also many shortcomings and problems, such as the front desk, the central platform and the background are still not completely separated, the branch business overlap degree is high, the entrustment agent chain is too long, and so on, resulting in "customer-centered". The principle of market orientation still needs to be embodied, the management efficiency still needs to be improved, and the organizational structure is still to be perfected. These problems are also puzzling the students of the large commercial banks, that is, the city commercial banks. It has seriously affected the development of city commercial banks. As the third echelon of our country's banking system, the influence of city commercial banks on the financial structure of our country is increasing day by day. The level of corporate governance also needs to be improved. In general, the research on the large state-owned commercial banks is relatively rich in the perspective of organizational structure change, and the research on the changes of the organizational structure of urban commercial banks is relatively less. It is difficult to strike a balance with its importance. Based on the theory of organizational structure, this paper analyzes the organizational structure and organizational structure changes of commercial banks, and analyzes the organizational structure model of foreign community banks. At last, on the basis of the present situation of the reform of the organization structure of the city commercial bank, this paper expounds the characteristics of the city commercial bank to carry on the organization structure change. The principles to be followed and the relevant recommendations for reform priorities. This paper puts forward some prospects for the construction of the organizational structure of the city commercial banks, and puts forward some supporting measures for the smooth reform, which is expected to supplement the relevant research on the organizational structure changes of the city commercial banks in China. It can also be used for reference to improve the management efficiency and overall competitiveness of urban commercial banks, thereby improving the overall competitiveness of Chinese banks.
