城市金融与航运功能的共生性研究

【摘要】:2009年,国务院出台《关于推进上海加快发展现代服务业和先进制造业建设国际金融中心和国际航运中心的意见》,此后,上海两个中心建设加快推进,不少学者也对上海双中心建设进行了大量研究。但对于金融中心与航运中心之间的关系,相关研究还处于起步阶段,总体上定性分析多于定量研究,短期分析多于长期研究。与此同时,学界对世界城市或全球城市的研究则相对成熟,为研究“双中心”的共生关系提供了一个新的视角。 鉴于上述情况,本文首先分析了国际金融中心和国际航运中心的定义、分类、形成条件和发展过程,总结了两个中心发展的三个阶段。其中国际金融中心的发展过程可分为贸易主导时期、投资主导时期和金融创新时期,国际航运中心的发展过程可分为殖民贸易时期、自由贸易时期和经济全球化时期。在此基础上,本文分析认为双中心的共存现象主要有三方面联系和特点:一是都以经济全球化为条件,以资源集聚为特征,以现代城市为基础;二是在资金供需、风险控制和金融相关服务等方面有直接的联系;三是双中心在起步阶段同步发展,在发展阶段可能不再同步,在进入转型阶段后又将同步发展。 其次,本文从世界城市的角度,分析了世界城市的概念、分类、形成条件和发展趋势,认为世界城市将向网络化、区域化、综合化方向发展,且当今较为著名的世界城市有不少也是“双中心”城市。世界城市在“双中心”发展过程中,主要起到三方面推动作用:一是将金融掌控力作为地位的象征,二是将航运资源作为领先的独特禀赋,三是将双中心同步发展作为形成综合实力的重要途径。 第三,本文在梳理总结现有“双中心”关联性定量研究方法的基础上,选择邓氏灰色关联度法作为主要的定量研究方法,对香港1991年至2009年的金融、航运、贸易、GDP相关指标进行了研究。定量研究后认为,香港航运中心是兼顾货运与服务功能的综合性中心,香港金融中心以银行业见长,两者之间存在关联,且其“双中心”建设与城市发展密切相关。 最后,本文对上海国际金融中心和国际航运中心的建设提出四点建议:一是促进金融与航运同步发展,二是强化金融中心区域性服务能力,三是推进航运功能服务化进程,四是加快贸易中心建设。
[Abstract]:In 2009, the State Council issued the "opinions on speeding up the Development of Modern Service Industry and Advanced Manufacturing Industry in Shanghai". Since then, the construction of the two centers in Shanghai has accelerated. Many scholars have also done a lot of research on the construction of double centers in Shanghai. But for the relationship between financial center and shipping center, the related research is still in its infancy, the qualitative analysis is more than the quantitative research on the whole. The short term analysis is more than the long term research. At the same time, the academic research on the world cities or the global cities is relatively mature, which provides a new perspective for the study of the symbiotic relationship between the two centers. In view of the above situation, this paper first analyzes the definition, classification, formation conditions and development process of the international financial center and the international shipping center. The three stages of the development of the two centers are summarized. The development process of the international financial center can be divided into three periods: the leading period of trade, the period of investment leading and the period of financial innovation. The development process of international shipping center can be divided into colonial trade period, free trade period and economic globalization period. In this paper, it is concluded that the coexistence of dual centers has three main characteristics: first, they are based on economic globalization, resource agglomeration and modern cities; Second, there are direct links in the supply and demand of funds, risk control and financial related services. Third, the dual centers develop synchronously in the initial stage, may no longer synchronize in the development stage, and will develop synchronously after entering the transition stage. Secondly, from the point of view of the world city, this paper analyzes the concept, classification, formation conditions and development trend of the world city, and thinks that the world city will develop towards the direction of network, regionalization and integration. And there are many famous world cities are also "double center" cities. In the development of "double centers", the world cities mainly play a role in three aspects: the first is to take financial control as a symbol of status. The second is to take shipping resources as the leading unique endowment, and the third is to take the simultaneous development of dual centers as an important way to form comprehensive strength. Thirdly, on the basis of combing and summarizing the existing quantitative research methods of "double center" relevance, this paper chooses Deng's grey correlation degree method as the main quantitative research method. This paper studies the related indexes of finance, shipping and trade GDP in Hong Kong from 1991 to 2009. The quantitative analysis shows that the shipping center of Hong Kong is a comprehensive center which takes both freight and service functions into account. The banking industry is the major financial center in Hong Kong. There is a relationship between the two and the construction of dual centers is closely related to urban development. Finally, this paper puts forward four suggestions on the construction of Shanghai International Financial Center and International Shipping Center: first, to promote the development of finance and shipping synchronously, and second, to strengthen the regional service capacity of financial center. Three is to promote the shipping function service process, the fourth is speeds up the trade center construction.
